Translation

✧ In the year one hundred and eighteen, Muḥammad b. Hishām b. Ismāʿīl al-Makhzūmī, governor of al-Madīnah, Makkah, and al-Ṭāʾif, led the people in the Pilgrimage. It is said that the governorship of al-Madīnah was with Khālid b. ʿAbd al-Malik b. Marwān. The correct view is that he had been dismissed and Muḥammad b. Hishām b. Ismāʿīl was appointed. The governorship of al-ʿIrāq belonged to Khālid b. ʿAbd Allāh al-Qasrī, and to him belonged the East. His governor over Khurāsān was his brother Asad b. ʿAbd Allāh; his governor over Armīniyyah and Adharbayjān was Marwān b. Muḥammad; and over al-Baṣrah, its events, its judiciary, and leading its people in prayer was Bilāl b. Abī Burdah. From al-Madāʾinī, who said: Mālik b. Dīnār looked at a man who had bought a fish for six dirhams while his clothes were worth three dirhams, and said: "O you, you bought a fish for six dirhams while your clothes are perhaps worth three dirhams." The man said to him: "O Abā Yaḥyā, I do not want it for myself; I only bought it for the unjust governor who demands from us what we cannot bear"—and he mentioned Bilāl b. Abī Burdah to him. He said: "Then come with me to him." So he went and sought permission, and he granted him permission. He said to him: "O you man, remove from the people the injustice you practice, and do not expose this wretched man to it." He said: "I have removed the injustice from him for your sake, O Abā Yaḥyā. Supplicate God for me with one supplication." He said: "What benefit would it be for me to supplicate for you when at your gate there are two hundred supplicating against you?"
