The caliphate of ʿUmar b. al-Khaṭṭāb

[إِنْشَاؤُهُ لِلدِّيوَانِ ؓ   وَأُخْرِجَ عَنْ جُبَيْرِ بْنِ الْحُوَيْرِثِ: (أَنَّ عُمَرَ بْنَ الْخَطَّابِ ؓ اسْتَشَارَ الْمُسْلِمِينَ فِي تَدْوِينِ الدِّيوَانِ، فَقَالَ لَهُ عَلِيٌّ: تُقَسِّمُ كُلَّ سَنَةٍ مَا اجْتَمَعَ إِلَيْكَ مِنْ مَالٍ وَلَا تُمْسِكْ مِنْهُ شَيْئًا. وَقَالَ عُثْمَانُ: أَرَى مَالًا كَثِيرًا يَسَعُ النَّاسَ، وَإِنْ لَمْ يُحْصُوا حَتَّى تَعْرِفَ مَنْ أَخَذَ مِمَّنْ لَمْ يَأْخُذْ.. خَشِيتُ أَنْ يَنْتَشِرَ الْأَمْرُ. فَقَالَ لَهُ الْوَلِيدُ بْنُ هِشَامِ بْنِ الْمُغِيرَةِ: يَا أَمِيرَ الْمُؤْمِنِينَ؛ قَدْ جِئْتُ الشَّامَ فَرَأَيْتُ مُلُوكَهَا قَدْ دَوَّنُوا دِيوَانًا، وَجَنَّدُوا جُنُودًا فَدَوِّنْ دِيوَانًا، وَجَنِّدْ جُنُودًا. فَأَخَذَ بِقَوْلِهِ، فَدَعَا عَقِيلَ بْنَ أَبِي طَالِبٍ، وَمَخْرَمَةَ بْنَ نَوْفَلٍ، وَجُبَيْرَ بْنَ مَطْعَمٍ، - وَكَانُوا مِنْ نُسَّابِ قُرَيْشٍ - فَقَالَ: اكْتُبُوا النَّاسَ عَلَى مَنَازِلِهِمْ، فَكَتَبُوا فَبَدَؤُوا بِبَنِي هَاشِمٍ، ثُمَّ أَتْبَعُوهُمْ أَبَا بَكْرٍ وَقَوْمَهُ، ثُمَّ عُمَرَ وَقَوْمَهُ عَلَى الْخِلَافَةِ، فَلَمَّا نَظَرَ فِيهِ عُمَرُ.. قَالَ: ابْدَؤُوا بِقَرَابَةِ النَّبِيِّ ﷺ الْأَقْرَبِ فَالْأَقْرَبِ، حَتَّى تَضَعُوا عُمَرَ حَيْثُ وَضَعَهُ اللَّهُ). وَأُخْرِجَ عَنْ سَعِيدِ بْنِ الْمُسَيِّبِ قَالَ: (دُونَ عُمَرَ الدِّيوَانُ فِي الْمُحَرَّمِ سَنَةَ عِشْرِينَ). وَأُخْرِجَ عَنِ الْحَسَنِ قَالَ: (كَتَبَ عُمَرُ إِلَى حُذَيْفَةَ: أَنْ أَعْطِ النَّاسَ أُعْطِيَتِهِمْ وَأَرْزَاقَهُمْ، فَكَتَبَ إِلَيْهِ: إِنَّا قَدْ فَعَلْنَا وَبَقِيَ شَيْءٌ كَثِيرٌ، فَكَتَبَ إِلَيْهِ عُمَرُ: إِنَّهُ فَيْئُهُمُ الَّذِي أَفَاءَ اللَّهُ عَلَيْهِمْ، لَيْسَ هُوَ لِعُمَرَ وَلَا لِآلِ عُمَرَ، اقْسِمْهُ بَيْنَهُمْ).

Translation

✧ [His Establishment of the Dīwān ؓ It was related from Jubayr b. al-Ḥuwayrith: (that ʿUmar b. al-Khaṭṭāb ؓ consulted the Muslims concerning the registration of the dīwān. ʿAlī said to him: You should distribute every year whatever wealth has come to you and not retain any of it. ʿUthmān said: I see abundant wealth that suffices the people, and if they are not counted until you know who has taken from whom has not taken, I fear that the matter will become disordered. Then al-Walīd b. Hishām b. al-Mughīrah said to him: O Commander of the Faithful, I have come to Syria and seen its kings register a dīwān and levy troops, so register a dīwān and levy troops. He adopted his view. He summoned ʿAqīl b. Abī Ṭālib, Makhramah b. Nawfal, and Jubayr b. Muṭʿim — they were among the genealogists of Quraysh — and said: Record the people according to their ranks. So they recorded, beginning with the Banū Hāshim, then they followed them with Abū Bakr and his people, then ʿUmar and his people, according to the caliphate. When ʿUmar looked at it, he said: Begin with the nearest relatives of the Prophet ﷺ, the nearest then the next nearest, until you place ʿUmar where God has placed him). It was related from Saʿīd b. al-Musayyib who said: (ʿUmar established the dīwān in Muḥarram of the year twenty). It was related from al-Ḥasan who said: (ʿUmar wrote to Ḥudhayfah: Give the people their grants and their stipends. He wrote back to him: We have done so and a great deal remains. ʿUmar wrote to him: It is their fayʾ that God has granted them; it is not for ʿUmar nor for the family of ʿUmar. Distribute it among them).
