The caliphate of ʿUmar b. al-Khaṭṭāb
[سِيَاسَتُهُ ؓ مَعَ عُمَّالِهِ وَأُمَرَائِهِ وَأَخْرَجَ ابْنُ سَعْدٍ عَنِ ابْنِ عُمَرَ: (أَنَّ عُمَرَ أَمَرَ عُمَّالَهُ فَكَتَبُوا أَمْوَالَهُمْ؛ مِنْهُمْ سَعْدُ بْنُ أَبِي وَقَّاصٍ، فَشَاطَرَهُمْ عُمَرُ أَمْوَالَهُمْ؛ فَأَخَذَ نِصْفًا، وَأَعْطَاهُمْ نِصْفًا). وَأُخْرِجَ عَنِ الشَّعْبِيِّ: (أَنَّ عُمَرَ كَانَ إِذَا اسْتَعْمَلَ عَامِلًا.. كَتَبَ مَالَهُ). وَأُخْرِجَ عَنْ أَبِي أُمَامَةَ بْنِ سَهْلِ بْنِ حَنِيفٍ قَالَ: (مَكَثَ عُمَرُ زَمَانًا لَا يَأْكُلُ مِنَ الْمَالِ شَيْئًا حَتَّى دَخَلَتْ عَلَيْهِ فِي ذَلِكَ خَصَاصَةٌ، فَأَرْسَلَ إِلَى أَصْحَابِ رَسُولِ اللهِ ﷺ فَاسْتَشَارَهُمْ فَقَالَ: قَدْ شُغِلَتْ نَفْسِي فِي هَذَا الْأَمْرِ، فَمَا يَصْلُحُ لِي مِنْهُ؟ فَقَالَ عَلِيٌّ: غَدَاءٌ وَعَشَاءٌ، فَأَخَذَ بِذَلِكَ عُمَرُ). وَأُخْرِجَ عَنِ ابْنِ عُمَرَ: (أَنَّ عُمَرَ أَنْفَقَ فِي حَجَّتِهِ سِتَّةَ عَشَرَ دِينَارًا، فَقَالَ: يَا عَبْدَ اللَّهِ؛ أَسْرَفْنَا فِي هَذَا الْمَالِ).
Translation
✧ His policy ؓ with his governors and commanders Ibn Saʿd related from Ibn ʿUmar: (That ʿUmar commanded his governors, and they wrote down their wealth; among them was Saʿd b. Abī Waqqāṣ. ʿUmar divided their wealth in half with them; he took half and gave them half). And it was related from al-Shaʿbī: (That ʿUmar, when he appointed a governor, would write down his wealth). And it was related from Abū Umāmah b. Sahl b. Ḥunayf who said: (ʿUmar remained for a time not eating anything from the public treasury until he fell into severe need because of that. He sent to the Companions of the Messenger of God ﷺ and consulted them, saying: My soul has been occupied with this matter, so what is permissible for me from it? ʿAlī said: A lunch and a dinner. ʿUmar adopted that). And it was related from Ibn ʿUmar: (That ʿUmar spent sixteen dinars on his pilgrimage and said: O ʿAbd Allāh, we have been extravagant with this wealth).
