✧ I said to 'A'ishah: I see no sin upon me if I do not perform the sa'i between al-Safa and al-Marwah. She said: Why? I said: Because I heard him [meaning Allah, or the Prophet ﷺ] say: "So whoever performs Hajj to the House or performs 'Umrah, there is no sin upon him to perform sa'i between them." She said: "It is not as you say. If it were as you say, it would be: 'There is no sin upon him if he does not perform sa'i between them.' The Hajj of one who does not perform sa'i between al-Safa and al-Marwah is not complete. This verse was revealed only because in the pre-Islamic period, when they entered ihram for Manat, it was not lawful for them to perform sa'i between al-Safa and al-Marwah. So Allah revealed: 'Indeed, al-Safa and al-Marwah are among the rites of Allah. So whoever performs Hajj to the House or performs 'Umrah, there is no sin upon him to perform sa'i between them.' So sa'i between them is one of the rites of Allah."
