وَقَالَ ابْنُ أَبِي عُمَرَ: حَدَّثَنَا بِشْرُ بْنُ السَّرِيِّ، ثَنَا حَمَّادُ بْنُ سَلَمَةَ، عَنْ أَبِي عِمْرَانَ الْجَوْنِيِّ، عَنْ عَلْقَمَةَ بْنِ عَبْدِ اللهِ الْمُزَنِيِّ، عَنْ مَعْقِلِ بْنِ يَسَارٍ ؓ، قَالَ:
إِنَّ عُمَرَ بْنَ الْخَطَّابِ شَاوَرَ الْهُرْمُزَانَ فِي أَصْبَهَانَ وَفَارِسَ وَأَذْرَبِيجَانَ، بِأَيِّهِمْ يَبْدَأُ بِهَا ؟ فَقَالَ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنَّ أَصْبَهَانَ الرَّأْسُ، وَفَارِسَ وَأَذْرَبِيجَانَ الْجَنَاحَانِ، فَإِنْ قَطَعْتَ أَحَدَ الْجَنَاحَيْنِ لَاذَ الرَّأْسُ بِالْجَنَاحِ الْآخَرِ، وَإِنْ قَطَعْتَ الرَّأْسَ وَقَعَ الْجَنَاحَانِ، فَابْدَأْ بِأَصْبَهَانَ. قَالَ: وَدَخَلَ عُمَرُ ؓ الْمَسْجِدَ، فَإِذَا هُوَ بِالنُّعْمَانِ بْنِ مُقَرِّنٍ يُصَلِّي، فَانْتَظَرَهُ حَتَّى قَضَى صَلَاتَهُ، فَقَالَ: إِنِّي مُسْتَعْمِلُكَ، فَقَالَ: أَمَّا جَابِيًا فَلَا، وَلَكِنْ غَازِيًا، قَالَ: فَإِنَّكَ غَازٍ، قَالَ: فَسَرَّحَهُ وَكَتَبَ إِلَى أَهْلِ الْكُوفَةِ أَنْ يَلْحَقُوا بِهِ، وَفِيهِمُ الزُّبَيْرُ بْنُ الْعَوَّامِ، وَحُذَيْفَةُ بْنُ الْيَمَانِ، وَعَبْدُ اللهِ بْنُ عَمْرٍو، وَالْمُغِيرَةُ بْنُ شُعْبَةَ، وَالْأَشْعَثُ بْنُ قَيْسٍ، وَعَمْرُو بْنُ مَعْدِ يَكْرِبَ ؓ، قَالَ: فَأَتَاهُمُ النُّعْمَانُ ؓ وَبَيْنَهُ وَبَيْنَهُمْ نَهَرٌ، فَبَعَثَ إِلَيْهِمُ الْمُغِيرَةَ بْنَ شُعْبَةَ، وَمَلِكُهُمْ ذُو الْجَنَاحَيْنِ، فَاسْتَشَارَ أَصْحَابَهُ، فَقَالَ: مَا تَرَوْنَ أَقْعُدُ لَهُمْ فِي هَيْئَةِ الْحَرْبِ، أَمْ أَقْعُدُ لَهُمْ فِي هَيْئَةِ الْمُلْكِ وَبَهْجَتِهِ ؟ قَالُوا: لَا، بَلِ اقْعُدْ لَهُمْ فِي هَيْئَةِ الْمُلْكِ وَبَهْجَتِهِ

✧ Umar ibn al-Khattab consulted al-Hurmuzan about Isfahan, Persia, and Azerbaijan: which of them should he begin with? He said: 'O Commander of the Faithful, Isfahan is the head, and Persia and Azerbaijan are the two wings. If you cut one wing, the head will resort to the other wing. If you cut the head, the two wings will fall. So begin with Isfahan.' He said: Umar ؓ entered the mosque and found al-Nu'man ibn Muqarrin praying. He waited until he finished his prayer, then said: 'I am appointing you as a governor.' He said: 'As a tax collector, no, but as a warrior.' He said: 'Then you are a warrior.' He said: So he dispatched him and wrote to the people of Kufa to join him, among them al-Zubayr ibn al-Awwam, Hudhayfah ibn al-Yaman, Abdullah ibn Amr, al-Mughirah ibn Shu'bah, al-Ash'ath ibn Qays, and Amr ibn Ma'di Karib ؓ. He said: Al-Nu'man ؓ came to them, and between him and them was a river. He sent al-Mughirah ibn Shu'bah to them. Their king was Dhu al-Janahayn. He consulted his companions and said: 'What do you think? Should I sit for them in the posture of war, or should I sit for them in the posture of kingship and its splendor?' They said: 'No, rather sit for them in the posture of kingship and its splendor.'
