✧ ʿUmar b. al-Khaṭṭāb ؓ used to command his governors, and they would meet him at the pilgrimage season. He would say: 'O people, I have not appointed your governors—or he said: my governors—to take from your skins, your wealth, or your honor. I appointed them over you only to restrain among you and to distribute among you. So whoever has suffered an injustice at the hands of any of them, let him stand up.' On that day none stood except one man, who said: 'O Commander of the Faithful, your governor struck me a hundred lashes.' He said: 'Stand and take retaliation from him.' ʿAmr b. al-ʿĀṣ ؓ said: 'O Commander of the Faithful, if you open this door against your governors, it will become a precedent followed after you.' He said: 'Shall I not exact retaliation from him, when I saw the Messenger of God ﷺ exact retaliation from himself?' ʿAmr said: 'Let us appease him.' He said: 'Then appease him.' So they ransomed him for two hundred dinars, two dinars for each lash.
