حَدَّثَنَا أَبُو دَاوُدَ، حَدَّثَنَا مُحَمَّدُ بْنُ أَبِي سُلَيْمَانَ، حَدَّثَنَا سَعِيدٌ الْجُرَيْرِيُّ، عَنْ أَبِي نَضْرَةَ، عَنْ أَبِي فِرَاسٍ، قَالَ: خَطَبَ عُمَرُ بْنُ الْخَطَّابِ ؓ فَقَالَ:

" أَلَا فَمَنْ ظَلَمَهُ أَمِيرُهُ فَلْيَرْفَعْ ذَلِكَ إِلَيَّ أُقِيدُ مِنْهُ، فَقَامَ عَمْرُو بْنُ الْعَاصِ، فَقَالَ: يَا أَمِيرَ الْمُؤْمِنِينَ، لَئِنْ أَدَّبَ رَجُلٌ رَجُلًا مِنْ أَهْلِ رَعِيَّتِهِ لَتُقِصُّهُ مِنْهُ ؟ قَالَ: كَيْفَ لَا أُقِصُّهُ مِنْهُ وَقَدْ رَأَيْتُ رَسُولَ اللهِ ﷺ يُقِصُّ مِنْ نَفْسِهِ

Translation

✧ "Now, whoever is wronged by his governor, let him bring that to me and I will exact retribution for him." 'Amr b. al-'As stood and said: 'O Commander of the Believers, if a man disciplines a man from his subjects, will you exact retribution from him?' He said: 'How could I not exact retribution from him when I have seen the Messenger of God ﷺ exact retribution from himself?'
