✧ Disapproval of leadership for one not capable of it

وَقَالَ إِسْحَاقُ: أَخْبَرَنَا أَبُو نُعَيْمٍ الْمُلَائِيُّ، أَنَا بَدْرُ بْنُ عُثْمَانَ، حَدَّثَنِي أَبُو بَكْرِ بْنُ حَفْصِ بْنِ عُمَرَ بْنِ سَعْدِ بْنِ أَبِي وَقَّاصٍ، عَنْ سَعْدٍ، عَنْ عُمَرَ بْنِ الْخَطَّابِ ؓ

أَنَّهُ أَرَادَ أَنْ يَسْتَعْمِلَ رَجُلًا مِنْ أَصْحَابِ رَسُولِ اللهِ ﷺ، فَكَانَ الرَّجُلُ يَكْرَهُ ذَلِكَ، فَغَضِبَ عُمَرُ ؓ وَقَالَ: إِنَّهُ لَا بُدَّ لِهَذَا الْأَمْرِ الَّذِي نَحْنُ فِيهِ مِنْ أَعْوَانٍ عَلَيْهِ، فَلَمَّا رَأَى ذَلِكَ سَمَحَ لَهُ وَقَالَ: أَنْطَلِقُ إِلَى أَهْلِي فَأُوصِيهِمْ، ثُمَّ أَرُوحُ. فَقَالَ: نَعَمْ. فَخَرَجَ مِنْ عِنْدِهِ فَلَقِيَهُ عَمُّهُ، فَقَالَ: آمُرُكَ أَنْ لَا تَفْعَلَ. قَالَ: فَكَيْفَ بِأَمْرِهِ. قَالَ: تَرُوحُ وَأَرُوحُ مَعَكَ ; فَإِنَّهُ إِذَا رَآكَ فَسَيَقُولُ لَكَ: أَمَا رُحْتَ ؟ فَقُلْ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنِّي أَسْتَخِيرُكَ فَفَعَلَ، فَقَالَ: مَنْ نَهَاكَ ؟ فَقَالَ: فُلَانٌ - لِعَمِّهِ - فَقَالَ: أَمَا إِنِّي سَمِعْتُ رَسُولَ اللهِ ﷺ يَقُولُ، وَأَرَادَ أَنْ يَسْتَعْمِلَ رَجُلًا عَلَى شَيْءٍ مِنْ عَمَلِ الْمُسْلِمِينَ، فَقَالَ الرَّجُلُ: يَا رَسُولَ اللهِ، إِنِّي أَسْتَخِيرُكَ. قَالَ رَسُولُ اللهِ ﷺ: فَإِنِّي أَخْتَارُ لَكَ أَنْ تَجْلِسَ، فَإِنَّهُ لَنْ يُؤَمَّرَ رَجُلٌ عَلَى عَشَرَةٍ أَبَدًا إِلَّا أَتَى اللهَ تَعَالَى مَغْلُولًا يَوْمَ الْقِيَامَةِ، حَتَّى يَكُونَ عَمَلُهُ هُوَ الَّذِي يَحِلُّ عَنْهُ. وَكَانَ عُمَرُ بْنُ الْخَطَّابِ مُتَّكِئًا ؓ، فَاسْتَوَى جَالِسًا فَجَعَلَ يُنَادِي: أَيُّ عَمَلٍ يَحِلُّ عَنْهُ ؟ فَنَادَى بِذَلِكَ مِرَارًا

✧ He wanted to appoint a man from among the companions of the Messenger of God ﷺ, but the man disliked that. Umar ؓ became angry and said: "This matter in which we are engaged must have helpers." When the man saw that, he relented and said: "I will go to my family and instruct them, then I will return." He said: "Yes." So he left him, and his paternal uncle met him and said: "I urge you not to do it." He said: "What about his command?" He said: "You return and I return with you; when he sees you, he will say to you: 'Have you not returned?' Say: 'O Commander of the Faithful, I ask you to excuse me.'" So he did that, and he said: "Who forbade you?" He said: "So-and-so"—meaning his uncle. He said: "Indeed I heard the Messenger of God ﷺ say"—and he had wanted to appoint a man over some affair of the Muslims, but the man said: "O Messenger of God, I ask you to excuse me." The Messenger of God ﷺ said: "I choose for you to sit, for no man is ever put in charge of ten without coming to God Almighty in fetters on the Day of Resurrection, until his deeds are what release him." Umar b. al-Khattab ؓ was reclining, so he sat up straight and began calling out: "What deed will release him?" He repeated this several times.
