Translation

✧ Mention of Ibn Rāʾiq’s seizing control of the affairs of Iraq and the fragmentation of the provinces When al-Rāḍī saw that the situation had come to a standstill with him, necessity compelled him to correspond with Abū Bakr Muḥammad b. Rāʾiq, who was at Wāsiṭ, offering to grant him what he had previously proposed regarding undertaking the expenses and the stipends of the troops in Baghdādh. When the messenger came to him with that, he rejoiced at it and began to prepare to march to Baghdādh. Al-Rāḍī sent the Sājiyyah to him, invested him with command of the army, made him Amīr al-Umarāʾ, appointed him over the land tax and the assistants in all the provinces and government departments, ordered that he be invoked in the khuṭbah from all pulpits, and sent robes of honour to him. The officials of the government departments, the secretaries, and the chamberlains went down to him, while the Ḥajariyyah delayed going down. When those who had gone down to Wāsiṭ had settled, Ibn Rāʾiq seized the Sājiyyah on the seventh of Dhū al-Ḥijjah and plundered their baggage, their wealth, and their mounts. He made it appear that he had done that only so that their stipends might be reserved for the Ḥajariyyah. The Ḥajariyyah were alarmed by that and said: "Today it is these; tomorrow it will be us." They pitched their tents at the caliph's residence. Ibn Rāʾiq went up to Baghdādh, accompanied by Bujkam, and the caliph invested him with robes of honour at the end of Dhū al-Ḥijjah. The Ḥajariyyah came to greet him, and he ordered them to strike their tents, so they struck them and returned to their homes. From that time the government departments ceased to function, and the vizierate was abolished. The vizier no longer looked into any of the affairs; rather, Ibn Rāʾiq and his secretary looked into all the affairs. Likewise it was with everyone who held the office of Amīr al-Umarāʾ after him. The funds came to be carried to their treasuries, and they disposed of them as they wished, granting the caliph whatever they wished. The public treasuries were abolished, the provincial lords became dominant, obedience to them ceased, and nothing remained to the caliph except Baghdādh and its districts, with authority over all of them belonging to Ibn Rāʾiq, the caliph having no authority. As for the rest of the provinces, al-Baṣrah was in the hand of Ibn Rāʾiq, and Khūzistān was in the hand of al-Barīdī. Fārs was in the hand of ʿImād al-Dawlah b. Buwayh. Kirmān was in the hand of Abū ʿAlī Muḥammad b. Ilyās. Al-Rayy and Iṣbahān were in the hand of Rukn al-Dawlah b. Buwayh and the hand of Washmakīr, the brother of Mardāwīj, who contended over them. Al-Mawṣil, Diyār Bakr, Muḍar, and Rabīʿah were in the hand of the Banū Ḥamdān. Egypt and Syria were in the hand of Muḥammad b. Ṭughj. The Maghrib and Ifrīqiyyah were in the hand of Abū al-Qāsim al-Qāʾim bi-Amr Allāh b. al-Mahdī al-ʿAlawī, who was the second of them and was titled Amīr al-Muʾminīn. Al-Andalus was in the hand of ʿAbd al-Raḥmān b. Muḥammad, titled al-Nāṣir al-Umawī. Khurāsān and what lies beyond the river were in the hand of Naṣr b. Aḥmad al-Sāmānī. Ṭabaristān and Jurjān were in the hand of the Daylam. Al-Baḥrayn and al-Yamāmah were in the hand of Abū Ṭāhir al-Qurmuṭī.
