Translation
✧ In this year Ibn Muqlah sent a messenger to Muḥammad b. Rāʾiq in Wāsiṭ, and he had cut off the supply to the caliph. He demanded from him the revenue of the lands, Wāsiṭ, al-Baṣrah, and what lies between them. He treated the messengers well and sent them back with an outward message to Ibn Muqlah by way of deception, and another inward one to the caliph al-Rāḍī bi-llāh alone, the purport of which was that if he were summoned to the capital and the affairs and administration of the state were entrusted to him, he would undertake all that was needed of the caliph's expenses and the soldiers' stipends. When the caliph heard the message, he did not send back any answer to it.
