✧ The Arrest of the Vizier Sulaymān and the Vizierate of Abū al-Qāsim al-Kalwadhānī In the year 319 AH, al-Muqtadir arrested his vizier Sulaymān b. al-Ḥasan. The reason for that was that Sulaymān found himself in severe financial straits, demands upon him multiplied, the sultan's stipends came to a halt, and petitions from those who put themselves forward for the vizierate kept arriving, seeking to slander him and guaranteeing to take charge of the stipends, the soldiers' pay, and other matters. So he arrested him and transferred him to his house. Al-Muqtadir was very eager to appoint al-Ḥasan b. al-Qāsim to the vizierate, but Muʾnis prevented that and advised the vizierate of Abū al-Qāsim al-Kalwadhānī. Al-Muqtadir was compelled to accept that, so he appointed him vizier with three days remaining of Rajab. Sulaymān's vizierate had lasted one year and two months, and his vizierate was likewise not firmly established, for ʿAlī b. ʿĪsā was with him overseeing the dīwāns and all other affairs, and ʿAlī b. ʿĪsā was singled out from him to look into the maẓālim (grievances), while someone else was appointed over the dīwān of the Sawād. Thus the vizier's sources of income were cut off, for he used to appoint on his own behalf someone who would purchase the payment orders for the stipends of a group of people who could not leave the service they were engaged in, and he would give them half the amount. The stipends of the jurists and the dignitaries went to others. Abū Bakr b. Qurāba was attached to Mufliḥ the eunuch, who brought him to al-Muqtadir. He told him that he knew the various perquisites of the viziers, so al-Muqtadir appointed him over those perquisites to secure them for the caliph. He set about collecting them from the tax agents, tax farmers, local notables, and others. By doing so he debased the caliphate, disgraced the dīwān, and brought people's affairs to a standstill. For the viziers and holders of offices do not undertake the affairs of the subjects and the toil involved with them except for some benefit that accrues to them, and they do not have the religious scruples that would drive them to look after their affairs, for that is far from them. When they are denied those perquisites, they leave the people in confusion, and they find no one to take them by the hand or fulfill their needs. I have seen this with my own eyes in this time of ours, and because of it an incalculable amount of public and private interests has been lost.
