Translation

✧ The dismissal of al-Khaqani from the vizierate and the vizierate of ʿAli b. ʿIsa In the year three hundred, the confusion of al-Khaqani and his inability in the vizierate became evident to al-Muqtadir. He wanted to dismiss him and restore Abu al-Hasan b. al-Furat to the vizierate, but Muʾnis the eunuch prevented him from appointing Ibn al-Furat due to his aversion to him for matters, among them: the dispatch of the army to Fars with someone other than him, and his return to Baghdad, which we have already mentioned. He said to al-Muqtadir: "Whenever you restore him, people will think that you only arrested him out of greed for his wealth. The right course is to summon ʿAli b. ʿIsa from Makkah and make him vizier, for he is the capable, trustworthy one, sound in action, firm in religion." Al-Muqtadir ordered that he be brought, so he sent someone to bring him, and he arrived in Baghdad at the beginning of the year three hundred and one. He took his seat in the vizierate, and al-Khaqani was arrested and handed over to him. He treated his detention well and was generous to him. ʿAli b. ʿIsa took charge, kept constantly at work, and examined affairs. He restored rights, abolished much of the market taxes in Makkah and Fars, opened the taverns and places of corruption in Dawbaq, and removed increases that al-Khaqani had added for the army because he had drawn up the income and expenditure and saw that expenditure was greater, so he eliminated those increases. He ordered the repair of mosques, their whitewashing and furnishing with mats, the lighting of lamps in them, and he assigned stipends to the imams, Qurʾan reciters, and muezzins. He ordered the improvement of the hospitals and the preparation of what the sick needed in the way of medicines, and he appointed excellent physicians in them. He gave justice to the wronged and removed what had been added to the land tax. When al-Khaqani was dismissed, many people forged documents in his handwriting granting exemptions and transfers. ʿAli b. ʿIsa examined those documents, rejected them, and wanted to annul them, but he feared the blame of the people. He saw fit to send them to al-Khaqani so that he might distinguish the genuine from the forged in his name, and thus the blame would fall on him. When those documents were presented to him, he said: "All of these are in my handwriting and I ordered them." When the messenger returned to ʿAli b. ʿIsa with that, he said: "By God, he has lied. He knows the forged from the genuine, but he has acknowledged them so that people praise him and blame me." And he ordered that they be carried out and they were approved. Al-Khaqani said to his son: "My son, these are not in my handwriting, but he sent them to me knowing the genuine from the false. He wanted to make us grasp the thorns with our hands and make people hate us, but I have reversed his intention."
