✧ The march of Hārūn al-Rashīd to al-Rayy In the year one hundred and eighty-nine, al-Rashīd marched to al-Rayy. The reason for that was that when al-Rashīd appointed ʿAlī b. ʿĪsā b. Māhān over Khurāsān, he wronged its people and behaved badly towards them. The leading men and nobles of its people wrote to al-Rashīd complaining of his bad conduct, his injustice, his contempt for them, and his seizure of their wealth. It was said to al-Rashīd: 'ʿAlī b. ʿĪsā has resolved upon opposition.' So he marched to al-Rayy in Jumādā al-Ūlā, accompanied by his two sons, ʿAbd Allāh al-Maʾmūn and al-Qāsim. He had made the latter heir apparent after al-Maʾmūn, and he placed his affair in the hands of al-Maʾmūn: if he wished, he could confirm him, and if he wished, he could depose him. He summoned the judges and witnesses and made them testify that all the wealth, treasuries, weapons, horses, and other things in his army belonged to al-Maʾmūn, and that he had no share in them. Al-Rashīd stayed at al-Rayy for four months until ʿAlī b. ʿĪsā came to him from Khurāsān. When he arrived, he presented him with many gifts and great wealth, and he presented all those with him from his household, his sons, his secretaries, and his commanders with curiosities, jewels, and other things. At his side was Yaḥyā b. Khālid, and he said to him: 'O Abū ʿAlī, this is the man whom you advised us not to appoint over this frontier, and we opposed you in that. In opposing you there was blessing.' He was jesting with him at that time. Yaḥyā said: 'O Commander of the Faithful, may God make me your ransom. Although I would like my opinion to be correct and to be followed in my counsel, I would rather that the Commander of the Faithful's opinion be higher and his discernment more penetrating. How fine and abundant is this, if there is not behind it what you would dislike.' He said: 'And what is that?' He said: 'I think that most of this was taken unjustly.' That settled in al-Rashīd's mind. Then when ʿAlī b. ʿĪsā wrought corruption in Khurāsān, slew its nobles, seized their wealth, and treated its men with contempt, the people complained of his bad conduct and asked the Commander of the Faithful to replace him with whomsoever he pleased from among his peers. He summoned Yaḥyā b. Khālid and consulted him about the affair of ʿAlī b. ʿĪsā and his dismissal, saying: 'Advise me of a man whom you approve for that frontier, who will repair what that wicked man has corrupted and mend what he has torn.' He advised him to appoint Yazīd b. Mazyad, but he did not accept. When al-Rashīd was staying at al-Rayy, he sent the eunuch Ḥusayn to Ṭabaristān, and with him wrote a safe-conduct for Sharwīn b. Abī Qāran, a safe-conduct for Wandā Hurmuz, the grandfather of Māzyār, and a safe-conduct for Marzubān b. Justān, the lord of al-Daylam. Justān and Wandā Hurmuz came, and he honoured them and treated them well. Wandā Hurmuz guaranteed obedience and the payment of tribute on behalf of Sharwīn. Then he returned to Baghdad, and the Festival of Sacrifice overtook him at Qaṣr al-Luṣūṣ, where he performed the sacrifice. He entered Baghdad three nights before the end of Dhū al-Ḥijja. When he passed by the bridge, he ordered the corpse of Jaʿfar b. Yaḥyā al-Barmakī to be burned. It had been crucified since he killed him until that day. Then al-Rashīd departed from Baghdad to al-Raqqa, grieving over Baghdad and its pleasantness. His purpose in staying at al-Raqqa was to repel the corrupters there. Al-ʿAbbās b. al-Aḥnaf said about their swift departure from Baghdad with al-Rashīd: We had hardly made our camels kneel when we departed; we could not distinguish between the kneeling and the departure. They asked us about our condition when we arrived, So we joined their farewell to the question.
