وفِي سَنَةُ أَرْبَعٍ وَثَمَانِينَ وَمِائَةٍ رَجَعَ الرَّشِيدُ مِنَ الرَّقَّةِ إِلَى بَغْدَادَ، فَأَخَذَ النَّاسَ بِأَدَاءِ بَقَايَا الْخَرَاجِ الَّذِي عَلَيْهِمْ، وَوَلَّى رَجُلًا يَضْرِبُ النَّاسَ عَلَى ذَلِكَ وَيَحْبِسُ، وَوَلَّى عَلَى أَطْرَافِ الْبِلَادِ، وَعَزَلَ وَقَطَعَ وَوَصَلَ. وَخَرَجَ بِالْجَزِيرَةِ أَبُو عَمْرٍو الشَّارِي، فَبَعَثَ إِلَيْهِ الرَّشِيدُ مَنْ قَتَلَهُ بِشَهْرَزُورَ. وفِيهَا: غَرِقَ أَكْثَرُ بَغْدَادَ بِزِيَادَةِ الْمَاءِ. وَفِيهَا وَلَّى الرَّشِيدُ حَمَّادًا الْبَرْبَرِيَّ الْيَمَنَ وَمَكَّةَ ، وَوَلَّى دَاوُدَ بْنَ يَزِيدَ بْنِ حَاتِمٍ الْمُهَلَّبِيَّ السِّنْدَ، وَيَحْيَى الْحَرَشِيَّ الْجَبَلَ، وَمَهْرَوَيْهِ الرَّازِيَّ طَبَرِسْتَانَ، وَقَامَ بِأَمْرِ إِفْرِيقِيَّةَ إِبْرَاهِيمُ بْنُ الْأَغْلَبِ، فَوَلَّاهُ إِيَّاهَا الرَّشِيدُ. وَفِيهَا طَلَبَ أَبُو الْخَصِيبِ الْأَمَانَ فَأَمَّنَهُ عَلِيُّ بْنُ عِيسَى بْنِ مَاهَانَ. وَحَجَّ بِالنَّاسِ إِبْرَاهِيمُ بْنُ مُحَمَّدِ بْنِ عَبْدِ اللَّهِ بْنِ مُحَمَّدِ بْنِ عَلِيٍّ. وَكَانَ عَلَى الْمَوْصِلِ وَأَعْمَالِهَا يَزِيدُ بْنُ مَزْيَدِ بْنِ زَائِدَةَ الشَّيْبَانِيُّ. ( وَفِيهَا سَارَ عَبْدُ اللَّهِ بْنُ عَبْدِ الرَّحْمَنِ الْبَلَنْسِيُّ إِلَى مَدِينَةِ أَشِقَةَ مِنَ الْأَنْدَلُسِ، فَنَزَلَ بِهَا مَعَ أَبِي عِمْرَانَ، وَمَعَ الْعَرَبِ، فَسَارَ إِلَيْهِمْ بَهْلُولُ بْنُ مَرْزُوقٍ، وَحَاصَرَهُمْ فِيهَا، فَتَفَرَّقَ الْعَرَبُ عَنْهُمْ، وَدَخَلَ بَهْلُولٌ مَدِينَةَ أَشِقَةَ، وَسَارَ عَبْدُ اللَّهِ إِلَى مَدِينَةِ بَلَنْسِيَةَ فَأَقَامَ بِهَا ).
Translation
✧ In the year one hundred and eighty-four, al-Rashīd returned from al-Raqqah to Baghdād. He compelled the people to pay the remaining land tax (kharāj) that they owed, and he appointed a man to flog the people for that and to imprison them. He appointed governors over the outlying regions of the lands, and he dismissed, severed, and joined. Abū ʿAmr al-Shārī rose in rebellion in al-Jazīrah, so al-Rashīd sent against him one who killed him at Shahrazūr. In this year, most of Baghdād was flooded by a rise in the water. In it, al-Rashīd appointed Ḥammād al-Barbarī over al-Yaman and Makkah, and he appointed Dāwūd b. Yazīd b. Ḥātim al-Muhallabī over al-Sind, and Yaḥyā al-Ḥarashī over al-Jabal, and Mahrawayh al-Rāzī over Ṭabaristān. Ibrāhīm b. al-Aghlab took charge of the affairs of Ifrīqiyyah, so al-Rashīd appointed him over it. In this year, Abū al-Khaṣīb sought a guarantee of safety, so ʿAlī b. ʿĪsā b. Māhān granted him safety. Ibrāhīm b. Muḥammad b. ʿAbd Allāh b. Muḥammad b. ʿAlī led the people in the pilgrimage. Yazīd b. Mazyad b. Zāʾidah al-Shaybānī was governor of al-Mawṣil and its districts. (In it, ʿAbd Allāh b. ʿAbd al-Raḥmān al-Balansī marched to the city of Ashqah in al-Andalus, and he encamped there with Abū ʿImrān and with the Arabs. Bahlūl b. Marzūq marched against them and besieged them there. The Arabs dispersed from them, and Bahlūl entered the city of Ashqah. ʿAbd Allāh then marched to the city of Balansiyah and stayed there.)
