صُلْحِ نَصْرِ بْنِ سَيَّارٍ مَعَ الصُّغْدِ   فِي سَنَةُ ثَلَاثٍ وَعِشْرِينَ وَمِائَةٍ صَالَحَ نَصْرُ بْنُ سَيَّارٍ الصُّغْدَ. وَسَبَبُ ذَلِكَ أَنَّ خَاقَانَ لَمَّا قُتِلَ فِي وِلَايَةِ أَسَدٍ تَفَرَّقَتِ التُّرْكُ فِي غَارَةِ بَعْضِهَا عَلَى بَعْضٍ، فَطَمِعَ أَهْلُ الصُّغْدِ فِي الرَّجْعَةِ إِلَيْهَا، وَانْحَازَ قَوْمٌ مِنْهُمْ إِلَى الشَّاشِ، فَلَمَّا وَلِيَ نَصْرُ بْنُ سَيَّارٍ أَرْسَلَ إِلَيْهِمْ يَدْعُوهُمْ إِلَى الرُّجُوعِ إِلَى بِلَادِهِمْ وَأَعْطَاهُمْ مَا أَرَادُوا، وَكَانُوا يَنَالُونَ شُرُوطًا أَنْكَرَهَا أُمَرَاءُ خُرَاسَانَ، مِنْهَا: أَنْ لَا يُعَاقَبَ مَنْ كَانَ مُسْلِمًا فَارْتَدَّ عَنِ الْإِسْلَامِ، وَلَا يُعَدَّى عَلَيْهِمْ فِي دَيْنٍ لِأَحَدٍ مِنَ النَّاسِ، وَلَا يُؤْخَذُ أُسَرَاءُ الْمُسْلِمِينَ مِنْ أَيْدِيهِمْ إِلَّا بِقَضِيَّةِ قَاضٍ وَشَهَادَةِ عُدُولٍ. فَعَابَ النَّاسُ ذَلِكَ عَلَى نَصْرِ بْنِ سَيَّارٍ وَقَالُوا لَهُ فِيهِ، فَقَالَ: لَوْ عَايَنْتُمْ شَوْكَتَهُمْ فِي الْمُسْلِمِينَ مِثْلَ مَا عَايَنْتُ مَا أَنْكَرْتُمْ ذَلِكَ. وَأَرْسَلَ رَسُولًا إِلَى هِشَامِ بْنِ عَبْدِ الْمَلِكِ فِي ذَلِكَ فَتَوَقَّفَ، ثُمَّ لَمَّا رَأَى أَنَّ هَؤُلَاءِ إِذَا اسْتَمَرُّوا عَلَى مُعَانَدَتِهِمْ لِلْمُسْلِمِينَ كَانَ ضَرَرُهُمْ أَشَدَّ، أَجَابَهُمْ إِلَى ذَلِكَ.

Translation

✧ The Peace Treaty of Naṣr b. Sayyār with Sughd In the year one hundred and twenty-three, Naṣr b. Sayyār made peace with Sughd. The reason for that was that when the Khāqān was killed during the governorship of Asad, the Turks dispersed, raiding one another, so the people of Sughd hoped to return to it, and a group of them withdrew to al-Shāsh. When Naṣr b. Sayyār became governor, he sent to them inviting them to return to their lands and gave them what they wanted. They obtained conditions which the governors of Khurāsān had disapproved of, among them: that no one who had been a Muslim and apostatized from Islam should be punished; that they should not be wronged regarding any debt owed to anyone; and that Muslim captives should not be taken from their hands except by the judgment of a qāḍī and the testimony of upright witnesses. The people criticized Naṣr b. Sayyār for that and spoke to him about it, and he said: 'If you had witnessed their power against the Muslims as I witnessed it, you would not have disapproved of that.' He sent a messenger to Hishām b. ʿAbd al-Malik about that, and he hesitated. Then, when he saw that if these people continued in their opposition to the Muslims, their harm would be more severe, he granted them that.
