The Year 120 AH from the Prophetic Emigration

وِلَايَةِ نَصْرِ بْنِ سَيَّارٍ الْكِنَانِيِّ خُرَاسَانَ  لَمَّا مَاتَ أَسَدُ بْنُ عَبْدِ اللَّهِ اسْتَشَارَ هِشَامُ بْنُ عَبْدِ الْمَلِكِ عَبْدَ الْكَرِيمِ بْنَ سُلَيْطٍ الْحَنَفِيَّ، وَكَانَ عَالِمًا بِخُرَاسَانَ، فِيمَنْ يُوَلِّيهِ، فَقَالَ عَبْدُ الْكَرِيمِ: يَا أَمِيرَ الْمُؤْمِنِينَ أَمَّا رَجُلُ خُرَاسَانَ حَزْمًا وَنَجْدَةً فَالْكَرْمَانِيُّ. فَأَعْرَضَ عَنْهُ وَقَالَ: مَا اسْمُهُ ؟ قَالَ جُدَيْعُ بْنُ عَلِيٍّ. قَالَ: لَا حَاجَةَ لِي فِيهِ، وَتَطَيَّرَ، قَالَ: فَالْمُسِنُّ الْمُجَرِّبُ يَحْيَى بْنُ نُعَيْمِ بْنِ هُبَيْرَةَ الشَّيْبَانِيُّ. قَالَ: رَبِيعَةُ لَا تُسَدُّ بِهَا الثُّغُورُ. قَالَ عَبْدُ الْكَرِيمِ: فَقُلْتُ فِي نَفْسِي: كَرِهَ رَبِيعَةَ وَالْيَمَنَ فَأَرْمِيهِ بِمُضَرَ، فَقُلْتُ: عَقِيلُ بْنُ مَعْقِلٍ اللِّيثِيُّ إِنْ غَفَرْتَ هَنَةً. قَالَ: مَا هِيَ ؟ قُلْتُ: لَيْسَ بِالْعَفِيفِ. قَالَ: لَا حَاجَةَ لِي فِيهِ. قُلْتُ: مَنْصُورُ بْنُ أَبِي الْخَرْقَاءِ السُّلَمِيُّ إِنْ غَفَرْتَ نُكْرَهُ فَإِنَّهُ مَشْئُومٌ. قَالَ: غَيْرُهُ. قُلْتُ: فَالْمُجَشِّرُ بْنُ مُزَاحِمٍ السُّلَمِيُّ ; عَاقِلٌ شُجَاعٌ لَهُ رَأْيٌ مَعَ كَذِبٍ فِيهِ. قَالَ: لَا خَيْرَ فِي الْكَذِبِ. قُلْتُ: يَحْيَى بْنُ الْحُضَيْنِ. قَالَ: أَلَمْ أُخْبِرْكَ أَنَّ رَبِيعَةَ لَا تُسَدُّ بِهَا الثُّغُورُ ؟ قَالَ: فَقُلْتُ: نَصْرُ بْنُ سَيَّارٍ. قَالَ: هُوَ لَهَا. قُلْتُ: إِنْ غَفَرْتَ وَاحِدَةً، فَإِنَّهُ عَفِيفٌ مُجَرِّبٌ عَاقِلٌ. قَالَ: مَا هِيَ ؟ قُلْتُ: عَشِيرَتُهُ بِهَا قَلِيلَةٌ. قَالَ لَا أَبَا لَكَ ! [ أَتُرِيدُ عَشِيرَةً ] أَكْثَرَ مِنِّي ؟ أَنَا عَشِيرَتُهُ. فَكَتَبَ عَهْدَهُ وَبَعَثَهُ مَعَ عَبْدِ الْكَرِيمِ. وَقَدْ قِيلَ: عُرِضَ عَلَيْهِ عُثْمَانُ بْنُ الشِّخِّيرِ، وَقِيلَ لَهُ: إِنَّهُ صَاحِبُ شَرَابٍ، وَقِيلَ لَهُ عَنْ يَحْيَى بْنِ الْحُضَيْنِ: إِنَّهُ كَثِيرُ التِّيهِ، وَقِيلَ لَهُ عَنْ قَطَنِ بْنِ قُتَيْبَةَ: إِنَّهُ مَوْتُورٌ، فَلَمْ يُوَلِّهِمْ فَاسْتَعْمَلَ نَصْرًا. وَكَانَ جَعْفَرُ بْنُ حَنْظَلَةَ الَّذِي اسْتَخْلَفَهُ أَسَدٌ عَلَى خُرَاسَانَ عِنْدَ مَوْتِهِ قَدْ عَرَضَ عَلَى نَصْرٍ أَنْ يُوَلِّيَهُ بُخَارَى، فَاسْتَشَارَ الْبَخْتَرِيَّ بْنَ مُجَاهِدٍ مَوْلَى بَنِي شَيْبَانَ، فَقَالَ لَهُ: لَا تَقْبَلْهَا لِأَنَّكَ شَيْخُ مُضَرَ بِخُرَاسَانَ، وَكَأَنَّكَ بِعَهْدِكَ قَدْ جَاءَ عَلَى خُرَاسَانَ كُلِّهَا. فَلَمَّا أَتَاهُ عَهْدُهُ بَعَثَ إِلَى الْبَخْتَرِيِّ لِيَأْتِيَهُ، فَقَالَ الْبَخْتَرِيُّ لِأَصْحَابِهِ: قَدْ وَلِيَ نَصْرٌ خُرَاسَانَ، فَلَمَّا أَتَاهُ سَلَّمَ عَلَيْهِ بِالْإِمْرَةِ، فَقَالَ لَهُ: مَنْ أَيْنَ عَلِمْتَ ؟ قَالَ: كُنْتَ تَأْتِينِي، فَلَمَّا بَعَثْتَ إِلَيَّ عَلِمْتُ أَنَّكَ قَدْ وَلِيتَ. وَأَعْطَى نَصْرٌ عَبْدَ الْكَرِيمِ لَمَّا أَتَاهُ بِعَهْدِهِ عَشَرَةَ آلَافِ دِرْهَمٍ، وَاسْتَعْمَلَ عَلَى بَلْخٍ مُسْلِمَ بْنَ عَبْدِ الرَّحْمَنِ بْنِ مُسْلِمٍ، وَاسْتَعْمَلَ عَلَى مَرْوِ الرُّوذِ وَسَّاجَ بْنَ بُكَيْرِ بْنِ وَسَّاجٍ، وَعَلَى هَرَاةَ الْحَارِثَ بْنَ عَبْدِ اللَّهِ بْنِ الْحَشْرَجِ، وَعَلَى نَيْسَابُورَ زِيَادَ بْنَ عَبْدِ الرَّحْمَنِ الْقُشَيْرِيَّ، وَعَلَى خَوَارِزْمَ أَبَا حَفْصِ بْنَ عَلِيٍّ خَتَنَهُ، وَعَلَى الصُّغْدِ قَطَنَ بْنَ قُتَيْبَةَ. قَالَ رَجُلٌ مِنَ الْيَمَانِيَّةِ: مَا رَأَيْتُ عَصَبِيَّةً مِثْلَ هَذَا. قَالَ: بَلَى، الَّتِي كَانَتْ قَبْلَهَا، فَلَمْ يَسْتَعْمِلْ أَرْبَعَ سِنِينَ إِلَّا مُضَرِيًّا. وَعُمِرَتْ خُرَاسَانُ عِمَارَةً لَمْ تُعْمَرْ قَبْلَهَا، وَأَحْسَنَ الْوِلَايَةَ وَالْجِبَايَةَ، فَقَالَ سَوَّارُ بْنُ الْأَشْعَرِ: أَضْحَتْ خُرَاسَانُ بَعْدَ الْخَوْفِ آمِنَةً مِنْ ظُلْمِ كُلِّ غَشُومِ الْحُكْمِ جَبَّارِ     لَمَّا أَتَى يُوسُفًا أَخْبَارُ مَا لَقِيَتْ اخْتَارَ نَصْرًا لَهَا نَصْرَ بْنَ سَيَّارِ وَأَتَى نَصْرًا عَهْدَهُ فِي رَجَبٍ سَنَةَ عِشْرِينَ وَمِائَةٍ.

Translation

✧ The Appointment of Naṣr b. Sayyār al-Kinānī over Khurasan When Asad b. ʿAbd Allāh died, Hishām b. ʿAbd al-Malik consulted ʿAbd al-Karīm b. Sulayṭ al-Ḥanafī, who was knowledgeable about Khurasan, regarding whom he should appoint. ʿAbd al-Karīm said, 'O Commander of the Faithful, as for the man of Khurasan in prudence and courage, it is al-Karmānī.' He turned away from him and said, 'What is his name?' He said, 'Judayʿ b. ʿAlī.' He said, 'I have no need of him,' and he took it as a bad omen. He said, 'Then the aged, experienced one is Yaḥyā b. Nuʿaym b. Hubayra al-Shaybānī.' He said, 'Rabīʿa—frontiers are not held with them.' ʿAbd al-Karīm said, 'I said to myself: He has disliked Rabīʿa and the Yemen, so I will aim at him with Muḍar.' I said, 'ʿAqīl b. Maʿqil al-Laythī, if you pardon one fault.' He said, 'What is it?' I said, 'He is not chaste.' He said, 'I have no need of him.' I said, 'Manṣūr b. Abī al-Kharqāʾ al-Sulamī, if you pardon his ill-omen, for he is unlucky.' He said, 'Someone else.' I said, 'Then al-Mujashshir b. Muzāḥim al-Sulamī; he is intelligent and brave, with sound judgment, but he has some lying in him.' He said, 'There is no good in lying.' I said, 'Yaḥyā b. al-Ḥuḍayn.' He said, 'Did I not tell you that Rabīʿa—frontiers are not held with them?' He said, 'Then I said, "Naṣr b. Sayyār."' He said, 'He is the one for it.' I said, 'If you pardon one thing, then he is chaste, experienced, and intelligent.' He said, 'What is it?' I said, 'His clan there is small.' He said, 'May you lose your father! Do you want a clan greater than me? I am his clan.' So he wrote his covenant and sent it with ʿAbd al-Karīm. It has also been said: ʿUthmān b. al-Shikhkhīr was proposed to him, and it was said to him, 'He is a drinker of wine.' It was said to him about Yaḥyā b. al-Ḥuḍayn, 'He is too haughty.' It was said to him about Qaṭan b. Qutayba, 'He is one who has a blood feud.' So he did not appoint them, and he appointed Naṣr. Jaʿfar b. Ḥanẓala, whom Asad had left as his successor over Khurasan at his death, had offered Naṣr to appoint him over Bukhara. Naṣr consulted al-Bakhtarī b. Mujāhid, the client of Banū Shaybān, who said to him, 'Do not accept it, for you are the elder of Muḍar in Khurasan, and it is as if I can see your covenant coming over all of Khurasan.' When his covenant came to him, he sent to al-Bakhtarī to come to him. Al-Bakhtarī said to his companions, 'Naṣr has been appointed over Khurasan.' When he came to him, he greeted him with the emirate. Naṣr said to him, 'How did you know?' He said, 'You used to come to me; when you sent for me, I knew that you had been appointed.' Naṣr gave ʿAbd al-Karīm, when he brought him his covenant, ten thousand dirhams. He appointed Muslim b. ʿAbd al-Raḥmān b. Muslim over Balkh, Wassāj b. Bukayr b. Wassāj over Marw al-Rūdh, al-Ḥārith b. ʿAbd Allāh b. al-Ḥashraj over Herat, Ziyād b. ʿAbd al-Raḥmān al-Qushayrī over Naysābūr, Abū Ḥafṣ b. ʿAlī, his son-in-law, over Khwārizm, and Qaṭan b. Qutayba over al-Ṣughd. A man from the Yemenites said, 'I have never seen such partisanship as this.' He said, 'Yes, the one before it; he did not appoint anyone but a Muḍarī for four years.' Khurasan was cultivated as it had never been cultivated before, and he excelled in governance and tax collection. Sawwār b. al-Ashʿar said: Khurasan has become safe after fear, secure From the injustice of every oppressive tyrant of a ruler. When news of what it had suffered reached Yūsuf, He chose for it Naṣr—Naṣr b. Sayyār. Naṣr's covenant came to him in Rajab of the year one hundred and twenty.
