The Year 100 of the Prophetic Hijrah

وَفِي سنة مائة من الهجرة كَتَبَ عُمَرُ إِلَى عُمَّالِهِ يَأْمُرُهُمْ بِالْخَيْرِ وَيَنْهَاهُمْ عَنِ الشَّرِّ وَيُبَيِّنُ لَهُمُ الْحَقَّ، وَيُوَضِّحُهُ لَهُمْ، وَيَعِظُهُمْ فِيمَا بَيْنَهُ وَبَيْنَهُمْ وَيُخَوِّفُهُمْ بَأْسَ اللَّهِ وَانْتِقَامَهُ فَكَانَ فِيمَا كَتَبَ إِلَى عَبْدِ الرَّحْمَنِ بْنِ نُعَيْمٍ الْقُشَيْرِيِّ: أَمَّا بَعْدُ، فَكُنْ عَبْدًا لِلَّهِ نَاصِحًا لِلَّهِ فِي عِبَادِهِ، وَلَا تَأْخُذْكَ فِي اللَّهِ لَوْمَةُ لَائِمٍ، فَإِنَّ اللَّهَ أَوْلَى بِكَ مِنَ النَّاسِ وَحَقَّهُ عَلَيْكَ أَعْظَمُ، وَلَا تُوَلِّيَنَّ شَيْئًا مِنْ أُمُورِ الْمُسْلِمِينَ إِلَّا الْمَعْرُوفَ بِالنَّصِيحَةِ لَهُمْ، وَالتَّوْفِيرِ عَلَيْهِمْ، وَأَدَاءِ الْأَمَانَةِ فِيمَا اسْتُرْعِيَ، وَإِيَّاكَ أَنْ يَكُونَ مَيْلُكَ مَيْلًا إِلَى غَيْرِ الْحَقِّ; فَإِنَّ اللَّهَ لَا تَخْفَى عَلَيْهِ خَافِيَةٌ وَلَا تَذْهَبَنَّ عَنِ اللَّهِ مَذْهَبًا; فَإِنَّهُ لَا مَلْجَأَ مِنَ اللَّهِ إِلَّا إِلَيْهِ. وَكَتَبَ مِثْلَ ذَلِكَ مَوَاعِظَ كَثِيرَةً إِلَى الْعُمَّالِ. وَقَالَ الْبُخَارِيُّ فِي " صَحِيحِهِ ": وَكَتَبَ عُمَرُ إِلَى عَدِيِّ بْنِ عَدِيٍّ: إِنَّ لِلْإِيمَانِ فَرَائِضَ وَشَرَائِعَ وَحُدُودًا وَسُنَنًا، مَنِ اسْتَكْمَلَهَا اسْتَكْمَلَ الْإِيمَانَ، وَمَنْ لَمْ يَسْتَكْمِلْهَا لَمْ يَسْتَكْمِلِ الْإِيمَانَ، فَإِنْ أَعِشْ فَسَأُبَيِّنُهَا لَكُمْ حَتَّى تَعْمَلُوا بِهَا، وَإِنْ أَمُتْ فَمَا أَنَا عَلَى صُحْبَتِكُمْ بِحَرِيصٍ.

Translation

✧ In the year one hundred of the Hijrah, ʿUmar wrote to his governors, commanding them to do good and forbidding them from evil, clarifying the truth for them, explaining it to them, admonishing them in what was between him and them, and warning them of God's might and His vengeance. Among what he wrote to ʿAbd al-Raḥmān b. Nuʿaym al-Qushayrī was: To proceed: Be a servant of God, sincere to God regarding His servants. Let not the blame of any blamer overtake you concerning God, for God is more deserving of you than the people, and His right upon you is greater. Do not appoint anyone over any of the affairs of the Muslims except one known for sincerity to them, for safeguarding their interests, and for fulfilling the trust in what he has been entrusted with. Beware lest your inclination be an inclination to other than the truth, for nothing is hidden from God, and do not take any way away from God, for there is no refuge from God except to Him. And he wrote similar things, many admonitions, to the governors. Al-Bukhārī said in his "Ṣaḥīḥ": ʿUmar wrote to ʿAdī b. ʿAdī: Faith has obligations, laws, limits, and practices. Whoever fulfills them completely has completed faith, and whoever does not fulfill them completely has not completed faith. If I live, I shall explain them to you so that you may act upon them; and if I die, I am not eager for your company.
