The Year Ninety-Three
عَزْلِ عُمَرَ بْنِ عَبْدِ الْعَزِيزِ عَنِ الْحِجَازِ وَفِي سنة ثلاث وتسعين عَزَلَ الْوَلِيدُ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ عَنْ إِمْرَةِ الْمَدِينَةِ، وَكَانَ سَبَبُ ذَلِكَ أَنَّ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ كَتَبَ إِلَى الْوَلِيدِ يُخْبِرُهُ عَنْ أَهْلِ الْعِرَاقِ أَنَّهُمْ فِي ضَيْمٍ وَضِيقٍ مَعَ الْحَجَّاجِ مِنْ ظُلْمِهِ وَغَشْمِهِ، فَسَمِعَ بِذَلِكَ الْحَجَّاجُ فَكَتَبَ إِلَى الْوَلِيدِ: إِنَّ عُمَرَ ضَعِيفٌ عَنْ إِمْرَةِ الْمَدِينَةِ، وَإِنَّ جَمَاعَةً مِنْ أَهْلِ الشَّرِّ مِنْ أَهْلِ الْعِرَاقِ قَدْ لَجَأُوا إِلَى الْمَدِينَةِ وَمَكَّةَ، وَهَذَا وَهْنٌ وَضَعْفٌ فِي الْوِلَايَةِ، فَاجْعَلْ عَلَى الْحَرَمَيْنِ مَنْ يَضْبِطُ أَمْرَهُمَا. فَوَلِّ عَلَى الْمَدِينَةِ عُثْمَانَ بْنَ حَيَّانَ، وَعَلَى مَكَّةَ خَالِدَ بْنَ عَبْدِ اللَّهِ الْقَسْرِيَّ، فَفَعَلَ مَا أَمَرَهُ بِهِ الْحَجَّاجُ، فَخَرَجَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ مِنَ الْمَدِينَةِ فِي شَوَّالٍ فَنَزَلَ السُّوَيْدَاءَ، وَقَدِمَ عُثْمَانُ بْنُ حَيَّانَ الْمَدِينَةَ لِلَيْلَتَيْنِ بَقِيَتَا مِنْ شَوَّالٍ مِنْ هَذِهِ السَّنَةِ. وقيل لَمَّا خَرَجَ عُمَرُ مِنَ الْمَدِينَةِ قَالَ: إِنِّي أَخَافُ أَنْ أَكُونَ مِمَّنْ نَفَتْهُ الْمَدِينَةُ، يَعْنِي بِذَلِكَ قَوْلَ رَسُولِ اللَّهِ، ﷺ: تَنْفِي خَبَثَهَا. وَكَانَ عَزْلُهُ عَنْهَا فِي شَعْبَانَ، وَلَمَّا قَدِمَ خَالِدٌ مَكَّةَ أَخْرَجَ مَنْ بِهَا مِنْ أَهْلِ الْعِرَاقِ كَرْهًا، وَتَهَدَّدَ مَنْ أَنْزَلَ عِرَاقِيًّا أَوْ أَجَّرَهُ دَارًا، وَاشْتَدَّ عَلَى أَهْلِ الْمَدِينَةِ وَعَسَفَهُمْ وَجَارَ فِيهِمْ، وَمَنَعَهُمْ مِنْ إِنْزَالِ عِرَاقِيٍّ، وَكَانُوا أَيَّامَ عُمَرَ بْنِ عَبْدِ الْعَزِيزِ كُلُّ مَنْ خَافَ الْحَجَّاجَ لَجَأَ إِلَى مَكَّةَ وَالْمَدِينَةِ. ( وَقِيلَ: إِنَّمَا اسْتَعْمَلَ عَلَى الْمَدِينَةِ عُثْمَانَ بْنَ حَيَّانَ، وَقَدْ تَقَدَّمَ سَنَةَ إِحْدَى وَتِسْعِينَ وِلَايَةُ خَالِدٍ مَكَّةَ فِي قَوْلِ بَعْضِهِمْ.
Translation
✧ The dismissal of ʿUmar b. ʿAbd al-ʿAzīz from the Hijaz. In the year ninety-three, al-Walīd dismissed ʿUmar b. ʿAbd al-ʿAzīz from the governorship of Madinah. The reason for that was that ʿUmar b. ʿAbd al-ʿAzīz wrote to al-Walīd informing him about the people of Iraq, that they were suffering injustice and hardship under al-Ḥajjāj due to his oppression and tyranny. Al-Ḥajjāj heard of that, so he wrote to al-Walīd: 'ʿUmar is weak for the governorship of Madinah, and a group of the people of evil from the people of Iraq have taken refuge in Madinah and Makkah; this is weakness and feebleness in governance. So appoint over the two sanctuaries someone who can control their affairs. Appoint over Madinah ʿUthmān b. Ḥayyān, and over Makkah Khālid b. ʿAbd Allāh al-Qasrī.' So he did what al-Ḥajjāj had commanded him. ʿUmar b. ʿAbd al-ʿAzīz departed from Madinah in Shawwāl and alighted at al-Suwaydāʾ. ʿUthmān b. Ḥayyān arrived in Madinah with two nights remaining of Shawwāl of that year. It was said: When ʿUmar departed from Madinah, he said: 'I fear that I might be among those whom Madinah expels,' meaning thereby the saying of the Messenger of Allah ﷺ: 'It expels its filth.' His dismissal from it was in Shaʿbān. When Khālid arrived in Makkah, he expelled from it those of the people of Iraq who were there, forcibly, and he threatened anyone who lodged an Iraqi or rented him a house. He was harsh with the people of Madinah, treated them roughly, and oppressed them, and he prevented them from lodging any Iraqi. During the days of ʿUmar b. ʿAbd al-ʿAzīz, everyone who feared al-Ḥajjāj took refuge in Makkah and Madinah. (It was said: He only appointed over Madinah ʿUthmān b. Ḥayyān, and the governorship of Khālid over Makkah has already been mentioned in the year ninety-one according to the statement of some of them.)
