The caliphate of Muʿāwiyah b. Abī Sufyān

وِلَايَةِ ابْنِ زِيَادٍ الْبَصْرَةَ  وفي سنة خمس وخمسين عَزَلَ مُعَاوِيَةُ عَبْدَ اللَّهِ بْنَ عَمْرِو بْنِ غَيْلَانَ عَنِ الْبَصْرَةِ وَوَلَّى عُبَيْدَ اللَّهِ بْنَ زِيَادٍ   وَكَانَ السَّبَبُ فِي ذَلِكَ أَنَّ عَبْدَ اللَّهِ خَطَبَ عَلَى مِنْبَرِ الْبَصْرَةِ فَحَصَبَهُ رَجُلٌ مِنْ بَنِي ضَبَّةَ يُدْعَى جُبَيْرَ بْنَ الضَّحَّاكِ، فَأَمَرَ بِهِ فَقُطِعَتْ يَدُهُ، فَاجْتَمَعَتْ عَشِيرَتُهُ فَقَالَتْ لَهُ: لَا نَأْمَنُ أَنْ نُبَلِّغَ خَبَرَ صَاحِبِنَا إِلَى أَمِيرِ الْمُؤْمِنِينَ فَتَأْتِيَ مِنْ عِنْدِهِ عُقُوبَةٌ تَعُمُّ أَوْ تَخُصُّ، فَإِنْ رَأَى الْأَمِيرُ أَنْ يَكْتُبَ لَنَا كِتَابًا يَخْرُجُ بِهِ أَحَدُنَا إِلَى أَمِيرِ الْمُؤْمِنِينَ يُخْبِرُهُ أَنَّهُ قَطَعَهُ عَلَى شُبْهَةٍ وَأَمْرٍ لَمْ يَصِحَّ، فَكَتَبَ لَهُمْ، فَأَمْسَكُوا الْكِتَابَ مُدَّةً ثُمَّ ذَهَبُوا بِهِ إِلَى مُعَاوِيَةَ وَقَالُوا: إِنَّهُ قَطَعَ يَدَ صَاحِبِنَا ظُلْمًا وَهَذَا كِتَابُهُ. فَقَرَأَ الْكِتَابَ وَقَالَ: أَمَّا الْقَوَدُ مِنْ عُمَّالِي فَلَا سَبِيلَ لَهُ، وَلَكِنْ إِنْ شِئْتُمْ وَدَيْتُ صَاحِبَكُمْ، فَوَدَاهُ مِنْ بَيْتِ الْمَالِ، وَعَزَلَ عَبْدَ اللَّهِ وَقَالَ: اخْتَارُوا مَنْ تُحِبُّونَ، فَقَالُوا: يَتَخَيَّرُ لَنَا أَمِيرُ الْمُؤْمِنِينَ، قَالَ: قَدْ وَلَّيْتُ عَلَيْكُمُ ابْنَ أَخِي عُبَيْدَ اللَّهِ بْنَ زِيَادٍ. فَلَمَّا وُلِّيَ عَبِيدُ اللَّهِ وَلَّى أَسْلَمَ بْنَ زُرْعَةَ خُرَاسَانَ فَلَمْ يَغْزُ وَلَمْ يَفْتَحْ بِهَا شَيْئًا. وَوَلَّى شُرْطَتَهُ عَبْدَ اللَّهِ بْنَ حِصْنٍ وَالْقَضَاءَ زُرَارَةَ بْنَ أَوْفَى ثُمَّ عَزَلَهُ وَوَلَّى الْقَضَاءَ ابْنَ أُذَيْنَةَ الْعَبْدِيَّ.

Translation

✧ The appointment of Ibn Ziyād over al-Baṣrah In the year fifty-five, Muʿāwiyah dismissed ʿAbd Allāh b. ʿAmr b. Ghaylān from al-Baṣrah and appointed ʿUbayd Allāh b. Ziyād. The reason for that was that ʿAbd Allāh delivered a sermon on the pulpit of al-Baṣrah, and a man from Banū Ḍabbah named Jubayr b. al-Ḍaḥḥāk threw pebbles at him, so he ordered that his hand be cut off. His kinsmen gathered and said to him: "We do not feel safe from the news of our companion reaching the Commander of the Faithful, after which a punishment may come from him that is general or specific. If the governor sees fit to write us a letter with which one of us can go out to the Commander of the Faithful and inform him that he cut it off on the basis of a suspicion and a matter that was not established," so he wrote for them. They withheld the letter for a while and then took it to Muʿāwiyah and said: "He cut off the hand of our companion unjustly, and this is his letter." He read the letter and said: "As for retaliation against my governors, there is no way for that, but if you wish, I will pay the blood money for your companion." So he paid it from the treasury and dismissed ʿAbd Allāh, and said: "Choose whom you love." They said: "Let the Commander of the Faithful choose for us." He said: "I have appointed over you my nephew ʿUbayd Allāh b. Ziyād." When ʿUbayd Allāh was appointed, he appointed Aslam b. Zurʿah over Khurāsān, but he did not raid or conquer anything there. He appointed ʿAbd Allāh b. Ḥiṣn as his chief of guards and Zurārah b. Awfā as judge, then dismissed him and appointed Ibn Udhaynah al-ʿAbdī as judge.
