The caliphate of ʿUmar b. al-Khaṭṭāb

تَعْدِيلِ الْفُتُوحِ بَيْنَ أَهْلِ الْكُوفَةِ وَالْبَصْرَةِ وَفِي هَذِهِ السَّنَةِ عَدَّلَ عُمَرُ فُتُوحَ أَهْلِ الْكُوفَةِ وَالْبَصْرَةِ بَيْنَهُمْ  . وَسَبَبُ ذَلِكَ أَنَّ عُمَرَ بْنَ سُرَاقَةَ كَتَبَ إِلَى عُمَرَ بْنِ الْخَطَّابِ يَذْكُرُ لَهُ كَثْرَةَ أَهْلِ الْبَصْرَةِ، وَعَجْزَ خَرَاجِهِمْ عَنْهُمْ، وَسَأَلَهُ أَنْ يَزِيدَهُمْ أَحَدَ الْمَاهَيْنِ أَوْ مَاسَبَذَانَ، وَبَلَغَ أَهْلَ الْكُوفَةِ ذَلِكَ، وَقَالُوا لِعَمَّارِ بْنِ يَاسِرٍ، وَكَانَ عَلَى الْكُوفَةِ أَمِيرًا سَنَةً وَبَعْضَ أُخْرَى: اكْتُبْ إِلَى عُمَرَ أَنَّ رَامَهُرْمُزَ وَإِيذَجَ لَنَا دُونَهُمْ لَمْ يُعِينُونَا عَلَيْهِمَا وَلَمْ يَلْحَقُونَا حَتَّى افْتَتَحْنَاهُمَا، فَلَمْ يَفْعَلْ عَمَّارٌ، فَقَالَ لَهُ عُطَارِدٌ: أَيُّهَا الْعَبْدُ الْأَجْدَعُ فَعَلَامَ تَدَعُ فَيْئَنَا ؟ فَقَالَ: لَقَدْ سَبَبْتَ أَحَبَّ أُذُنَيَّ إِلَيَّ ! فَأَبْغَضُوهُ لِذَلِكَ. وَاخْتَصَمَ أَهْلُ الْكُوفَةِ وَأَهْلُ الْبَصْرَةِ، وَادَّعَى أَهْلُ الْبَصْرَةِ قُرًى افْتَتَحَهَا أَبُو مُوسَى دُونَ أَصْبَهَانَ، أَيَّامَ أَمَدَّ بِهِ عُمَرُ بْنُ الْخَطَّابِ أَهْلَ الْكُوفَةِ. فَقَالَ لَهُمْ أَهْلُ الْكُوفَةِ: أَتَيْتُمُونَا مَدَدًا، وَقَدِ افْتَتَحْنَا الْبِلَادَ فَأَنْشَبْنَاكُمْ فِي الْمَغَانِمِ، وَالذِّمَّةُ ذِمَّتُنَا وَالْأَرْضُ أَرْضُنَا. فَقَالَ عُمَرُ: صَدَقُوا. فَقَالَ أَهْلُ الْأَيَّامِ وَالْقَادِسِيَّةِ مِمَّنْ سَكَنَ الْبَصْرَةَ: فَلْتُعْطُونَا نَصِيبَنَا مِمَّا نَحْنُ شُرَكَاؤُكُمْ فِيهِ مِنْ سَوَادِهِمْ وَحَوَاشِيهِمْ. فَأَعْطَاهُمْ عُمَرُ مِائَةَ دِينَارٍ بِرِضَا أَهْلِ الْكُوفَةِ، أَخَذَهَا مَنْ شَهِدَ الْأَيَّامَ وَالْقَادِسِيَّةَ. وَلَمَّا وَلِيَ مُعَاوِيَةُ، وَكَانَ هُوَ الَّذِي جَنَّدَ قِنَّسْرِينَ مِمَّنْ أَتَاهُ مِنْ أَهْلِ الْعِرَاقَيْنِ أَيَّامَ عَلِيٍّ، وَإِنَّمَا كَانَ قِنَّسْرِينُ رُسْتَاقًا مِنْ رَسَاتِيقِ حِمْصَ، فَأَخَذَ لَهُمْ مُعَاوِيَةُ حِينَ وَلِيَ نَصِيبَهُمْ مِنْ فُتُوحِ الْعِرَاقِ وَأَذْرَبِيجَانَ وَالْمَوْصِلِ وَالْبَابِ، لِأَنَّهُ مِنْ فُتُوحِ أَهْلِ الْكُوفَةِ. وَكَانَ أَهْلُ الْجَزِيرَةِ وَالْمَوْصِلِ يَوْمَئِذٍ نَاقِلَةً، انْتَقَلَ إِلَيْهَا كُلُّ مَنْ نَزَلَ بِهِجْرَتِهِ مِنْ أَهْلِ الْبَلَدَيْنِ أَيَّامَ عَلِيٍّ، فَأَعْطَاهُمْ مُعَاوِيَةُ مِنْ ذَلِكَ نَصِيبًا. وَكَفَرَ أَهْلُ أَرْمِينِيَّةَ أَيَّامَ مُعَاوِيَةَ، وَقَدْ أَمَّرَ حَبِيبَ بْنَ مَسْلَمَةَ عَلَى الْبَابِ، وَحَبِيبٌ يَوْمَئِذٍ بِجُرْزَانَ، وَكَاتَبَ أَهْلَ تَفْلِيسَ وَتِلْكَ الْجِبَالِ مَنْ جُرْزَانَ فَاسْتَجَابُوا لَهُ.

Translation

✧ The Adjustment of the Conquests between the People of al-Kūfah and al-Baṣrah In this year, ʿUmar adjusted the conquests of the people of al-Kūfah and al-Baṣrah between them. The reason for that was that ʿUmar b. Surāqah wrote to ʿUmar b. al-Khaṭṭāb mentioning to him the large number of the people of al-Baṣrah and the inability of their revenues to suffice them, and asked him to increase for them one of the two Māhs or Māsabadhān. That reached the people of al-Kūfah, and they said to ʿAmmār b. Yāsir, who was amīr over al-Kūfah for a year and part of another: "Write to ʿUmar that Rāmahurmuz and Īdhaj are ours, not theirs; they did not help us against them and did not join us until we had conquered them." But ʿAmmār did not do so. ʿUṭārid said to him: "O you mutilated slave, why do you abandon our fayʾ?" He said: "You have insulted the dearest of my two ears to me!" So they hated him for that. The people of al-Kūfah and the people of al-Baṣrah disputed, and the people of al-Baṣrah claimed villages that Abū Mūsā had conquered near Iṣbahān during the days when ʿUmar b. al-Khaṭṭāb reinforced the people of al-Kūfah with them. The people of al-Kūfah said to them: "You came to us as reinforcements, and we had already conquered the lands, so we made you partners in the spoils; the protection is our protection and the land is our land." ʿUmar said: "They have spoken truthfully." Then the people of the Ayyām and al-Qādisiyyah among those who settled in al-Baṣrah said: "Then give us our share of what we are your partners in, from their Sawād and their outlying areas." So ʿUmar gave them one hundred dinars, with the consent of the people of al-Kūfah, which was received by those who had witnessed the Ayyām and al-Qādisiyyah. When Muʿāwiyah took charge, and he was the one who established the military district of Qinnasrīn from among those who came to him from the people of the two Iraqs in the days of ʿAlī, for Qinnasrīn had been only a rural district among the rural districts of Ḥimṣ, when he took charge Muʿāwiyah took for them their share of the conquests of Iraq, Adharbayjān, al-Mawṣil, and al-Bāb, because it was from the conquests of the people of al-Kūfah. The people of al-Jazīrah and al-Mawṣil at that time were migrants, for everyone who settled there with his migration from the people of the two cities during the days of ʿAlī had moved there, so Muʿāwiyah gave them a share of that. The people of Armenia disbelieved in the days of Muʿāwiyah, and he had appointed Ḥabīb b. Maslamah over al-Bāb, and Ḥabīb at that time was in Jurzān, and he corresponded with the people of Tiflīs and those mountains from Jurzān, and they responded to him.
