The caliphate of ʿUmar b. al-Khaṭṭāb
فَتْحِ شَهْرَزُورَ وَالصَّامَغَانَ لَمَّا اسْتَعْمَلَ عُمَرُ عَزْرَةَ بْنَ قَيْسٍ عَلَى حُلْوَانَ حَاوَلَ فَتْحَ شَهْرَزُورَ، فَلَمْ يَقْدِرْ عَلَيْهَا، فَغَزَاهَا عُتْبَةُ بْنُ فَرْقَدٍ، فَفَتَحَهَا بَعْدَ قِتَالٍ عَلَى مِثْلِ صُلْحِ حُلْوَانَ، فَكَانَتِ الْعَقَارِبُ تُصِيبُ الرَّجُلَ مِنَ الْمُسْلِمِينَ فَيَمُوتُ. وَصَالَحَ أَهْلَ الصَّامَغَانَ وَدَارَابَاذَ عَلَى الْجِزْيَةِ وَالْخَرَاجِ، وَقَتَلَ خَلْقًا كَثِيرًا مِنَ الْأَكْرَادِ. وَكَتَبَ إِلَى عُمَرَ: إِنَّ فُتُوحِي قَدْ بَلَغَتْ أَذْرَبِيجَانَ. فَوَلَّاهُ إِيَّاهَا وَوَلَّى هَرْثَمَةَ بْنَ عَرْفَجَةَ الْمَوْصِلَ. وَلَمْ تَزَلْ شَهْرَزُورُ وَأَعْمَالُهَا مَضْمُومَةً إِلَى الْمَوْصِلِ حَتَّى أُفْرِدَتْ عَنْهَا آخِرَ خِلَافَةِ الرَّشِيدِ.
Translation
✧ The conquest of Shahrazūr and al-Ṣāmaghān When ʿUmar appointed ʿAzrah b. Qays over Ḥulwān, he attempted the conquest of Shahrazūr, but he was not able to overcome it. ʿUtbah b. Farqad then raided it, and he conquered it after fighting on terms similar to the peace of Ḥulwān. Scorpions used to strike a man among the Muslims, and he would die. He made peace with the people of al-Ṣāmaghān and Dārābādh on payment of the jizyah and kharāj, and he killed a great number of the Kurds. He wrote to ʿUmar: "My conquests have reached Adhrabījān." So he appointed him over it, and he appointed Harthamah b. ʿArfajah over al-Mawṣil. Shahrazūr and its dependencies continued to be annexed to al-Mawṣil until they were separated from it at the end of the caliphate of al-Rashīd.
