The caliphate of ʿUmar b. al-Khaṭṭāb
قيل فِي سَنَةِ سَبْعَ عَشْرَةَ أَذِنَ عُمَرُ لِلْمُسْلِمِينَ فِي الِانْسِيَاحِ فِي بِلَادِ فَارِسَ، وَانْتَهَى فِي ذَلِكَ إِلَى رَأْيِ الْأَحْنَفِ، وَقَدْ قِيلَ: إِنَّمَا كَانَ ذَلِكَ فِي سَنَةِ ثَمَانِ عَشْرَةَ. فقَالَ الْأَحْنَفُ لِعُمَرَ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنَّكَ نَهَيْتَنَا عَنِ الِانْسِيَاحِ فِي الْبِلَادِ، وَأَمَرْتَنَا بِالِاقْتِصَارِ عَلَى مَا فِي أَيْدِينَا، وَإِنَّ مَلِكَ فَارِسَ حَيٌّ بَيْنَ أَظْهُرِهِمْ، وَإِنَّهُمْ لَا يَزَالُونَ يُسَاجِلُونَنَا مَا دَامَ مَلِكُهُمْ فِيهِمْ، وَلَمْ يَجْتَمِعْ مَلِكَانِ فَاتَّفَقَا حَتَّى يُخْرِجَ أَحَدُهُمَا صَاحِبَهُ، وَإِنَّ مَلَكَهُمْ هُوَ الَّذِي يَبْعَثُهُمْ، فَلَا يَزَالُ هَذَا دَأْبَهُمْ حَتَّى تَأْذَنَ لَنَا فَنَسِيحَ فِي بِلَادِهِمْ حَتَّى نُزِيلَهُ عَنْ فَارِسَ، وَنُخْرِجَهُ مِنْ مَمْلَكَتِهِ، وَنَقْتُلَهُ أَوْ نُلْجِئَهُ إِلَى غَيْرِ مَمْلَكَتِهِ، وَغَيْرِ أُمَّتِهِ، فَهُنَالِكَ يَنْقَطِعُ رَجَاءُ أَهْلِ فَارِسَ، فَقَالَ: صَدَقْتَنِي وَاللَّهِ وَشَرَحْتَ لِي الْأَمْرَ. ثُمَّ نَظَرَ فِي حَوَائِجِهِمْ وَسَرَّحَهُمْ. فَأَمَرَ أَبَا مُوسَى أَنْ يَسِيرَ مِنَ الْبَصْرَةِ إِلَى مُنْقَطَعِ ذِمَّةِ الْبَصْرَةِ فَيَكُونَ هُنَاكَ حَتَّى يَأْتِيَهُ أَمْرُهُ، وَبَعَثَ بِأَلْوِيَةِ مَنْ وَلَّى مَعَ سُهَيْلِ بْنِ عَدِيٍّ، فَدَفَعَ لِوَاءَ خُرَاسَانَ إِلَى الْأَحْنَفِ بْنِ قَيْسٍ، وَلِوَاءَ أَرْدَشِيرَ خُرَّهْ وَسَابُورَ إِلَى مُجَاشِعِ بْنِ مَسْعُودٍ السُّلَمِيِّ، وَلِوَاءَ إِصْطَخْرَ إِلَى عُثْمَانَ بْنِ أَبِي الْعَاصِ الثَّقَفِيِّ، وَلِوَاءَ فَسَا وَدَارَابَجِرْدَ إِلَى سَارِيَةَ بْنِ زُنَيْمٍ الْكِنَانِيِّ، وَلِوَاءَ كَرْمَانَ إِلَى سُهَيْلِ بْنِ عَدِيٍّ، وَلِوَاءَ سِجِسْتَانَ إِلَى عَاصِمِ بْنِ عَمْرٍو، وَكَانَ مِنَ الصَّحَابَةِ، وَلِوَاءَ مُكْرَانَ إِلَى الْحَكَمِ بْنِ عُمَيْرٍ التَّغْلِبِيِّ، فَخَرَجُوا وَلَمْ يَتَهَيَّأْ مِسِيرُهُمْ إِلَى سَنَةِ ثَمَانِي عَشْرَةَ، وَأَمَدَّهُمْ عُمَرُ بِنَفَرٍ مِنْ أَهْلِ الْكُوفَةِ، فَأَمَدَّ سُهَيْلَ بْنَ عَدِيٍّ بِعَبْدِ اللَّهِ بْنِ عِتْبَانَ، وَأَمَدَّ عَاصِمَ بْنَ عَمْرٍو بِعَبْدِ اللَّهِ بْنِ عُمَيْرٍ الْأَشْجَعِيِّ، وَأَمَدَّ الْحَكَمَ بْنَ عُمَيْرٍ بِشِهَابِ بْنِ الْمُخَارِقِ فِي جُمُوعٍ. وَقِيلَ: كَانَ ذَلِكَ سَنَةَ إِحْدَى وَعِشْرِينَ، وَقِيلَ: سَنَةَ اثْنَتَيْنِ وَعِشْرِينَ.
Translation
✧ It was said that in the year seventeen ʿUmar permitted the Muslims to spread through the lands of Persia, and in that he came to the opinion of al-Aḥnaf. It has also been said: that was only in the year eighteen. Al-Aḥnaf said to ʿUmar: O Commander of the Faithful, you forbade us from spreading through the lands and commanded us to confine ourselves to what is in our hands. But the king of Persia is alive among them, and they will not cease contending with us as long as their king remains among them. Two kings have never come together and agreed until one of them drives out his companion. Their king is the one who rouses them, and this will remain their habit until you permit us to spread through their lands so that we may remove him from Persia, expel him from his kingdom, and kill him or force him to a land other than his kingdom and a people other than his community. Then the hope of the people of Persia will be cut off. He said: By God, you have spoken truly to me and explained the matter to me. Then he looked into their needs and sent them off. He ordered Abū Mūsā to march from al-Baṣrah to the limit of al-Baṣrah's protection and to remain there until his command came to him. He sent the banners of those he appointed with Suhayl b. ʿAdī. He handed the banner of Khurāsān to al-Aḥnaf b. Qays, the banner of Ardashīr Khurrah and Sābūr to Mujāshiʿ b. Masʿūd al-Sulamī, the banner of Iṣṭakhr to ʿUthmān b. Abī al-ʿĀṣ al-Thaqafī, the banner of Fasā and Dārābjird to Sāriyah b. Zunaym al-Kinānī, the banner of Kirmān to Suhayl b. ʿAdī, the banner of Sijistān to ʿĀṣim b. ʿAmr, who was one of the Companions, and the banner of Mukrān to al-Ḥakam b. ʿUmayr al-Taghlibī. They set out, but their march was not ready until the year eighteen. ʿUmar reinforced them with a group from the people of al-Kūfah. He reinforced Suhayl b. ʿAdī with ʿAbd Allāh b. ʿItbān, reinforced ʿĀṣim b. ʿAmr with ʿAbd Allāh b. ʿUmayr al-Ashjaʿī, and reinforced al-Ḥakam b. ʿUmayr with Shihāb b. al-Mukhāriq in gatherings. It was said that this was in the year twenty-one, and it was said: the year twenty-two.
