عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ قَتَادَةَ،

أَنَّ عُثْمَانَ كَتَبَ إِلَى بَعْضِ عُمَّالِهِ: إِنَّهُ لَا يُصَلِّي الرَّكْعَتَيْنِ الْمُقِيمُ، وَلَا التَّانِي، وَلَا التَّاجِرُ، إِنَّمَا يُصَلِّي الرَّكْعَتَيْنِ مَنْ مَعَهُ الزَّادُ وَالْمَزَادُ

Translation

✧ Uthman wrote to one of his officials: "The resident does not pray two rak'ahs, nor the second, nor the merchant. Only the one who has provisions and water skins prays two rak'ahs."
