أَخْبَرَنَا مُحَمَّدُ بْنُ مَنْصُورٍ قَالَ حَدَّثَنَا سُفْيَانُ قَالَ حَدَّثَنَا حُصَينُ بْنُ عَبْدِ الرَّحْمَنِ قَالَ سَمِعْتُ عَمْرَو بْنَ مَيْمُونٍ يَقُولُ أَوْصَى عُمَرُ بْنُ الْخَطَّابِ فَقَالَ
أُوصِي الْخَلِيفَةَ مِنْ بَعْدِي بِتَقْوَى اللهِ وَأُوصِيهِ بِالْمُهَاجِرِينَ الْأَوَّلِينَ {الَّذِينَ أُخْرِجُوا مِنْ دِيَارِهِمْ} [الحج 40] الْآيَةَ أَنْ يَعْرِفَ لَهُمْ هِجْرَتَهُمْ وَيَعْرِفَ لَهُمْ فَضْلَهُمْ وَأُوصِيهِ بِالْأَنْصَارِ {وَالَّذِينَ تَبَوَّءُوا الدَّارَ وَالْإِيمَانَ مِنْ قَبْلِهِمْ} الْآيَةَ أَنْ يَعْرِفَ لَهُمْ فَضْلَهُمْ وَأَنْ يَقْبَلَ مِنْ مُحْسِنِهِمْ وَيَتَجَاوَزَ عَنْ مُسِيئِهِمْ وَأُوصِيهِ بِأَهْلِ ذِمَّةِ مُحَمَّدٍ ﷺ أَنْ يُوَفِيَ لَهُمْ بَعَهْدِهِمْ وَأَلَّا يَحْمِلَ عَلَيْهِمْ فَوْقَ طَاقَتِهِمْ وَأَنْ يُقَاتِلَ عَدُوَّهُمْ مِنْ وَرَائِهِمْ
Translation

✧ “I enjoin the Caliph after me to fear God. I enjoin him concerning the first Muhājirūn—{those who were expelled from their homes} [al-Ḥajj 40], the verse—to acknowledge their emigration and acknowledge their virtue. I enjoin him concerning the Anṣār—{and those who had settled in the abode and in faith before them}, the verse—to acknowledge their virtue, accept from their good-doers, and overlook their wrongdoers. I enjoin him concerning the people under the protection of Muḥammad ﷺ to fulfill their covenant, not to burden them beyond their capacity, and to fight their enemy from behind them.”
