✧ I said to 'A'ishah: I do not think there is any sin upon me if I do not perform Tawaf between Safa and Marwa. She said: Why? I said: Because Allah says: 'So whoever performs Hajj of the House or 'Umrah, there is no blame upon him to perform Tawaf between them' (Quran 2:158). She said: If it were as you say, it would have been: 'there is no blame upon him not to perform Tawaf between them.' Allah revealed this concerning some people of the Ansar who, when they entered ihram in the Jahiliyyah, they entered ihram for Manat, and it was not permissible for them to perform Tawaf between Safa and Marwa. When they came with the Messenger of Allah ﷺ for Hajj, they mentioned that to him, and Allah revealed this verse. By my life, Allah has not completed the Hajj of one who does not perform Tawaf between Safa and Marwa, because Allah, Mighty and Majestic, says: 'Indeed, Safa and Marwa are among the symbols of Allah.' So they are among the symbols of Allah.
