Translation
✧ In the year 307 AH, Ḥāmid b. al-ʿAbbās undertook the tax farms, the private estates, the public estates, the newly developed lands, and the Euphrates districts in the Sawād of Baghdādh, al-Kūfah, Wāsiṭ, al-Baṣrah, al-Ahwāz, and Iṣbahān. The reason for this was that when he saw that he was excluded from command and prohibition and that ʿAlī b. ʿĪsā was solely in charge of it, he embarked on this in order to have a say and command and prohibition. He sought permission from al-Muqtadir to go down to Wāsiṭ to manage the affairs of his first tax farm. He was granted permission for that, so he went down to it while the title of vizierate was upon him, while ʿAlī b. ʿĪsā managed affairs. Ḥāmid manifested a clear increase in funds and added an abundant surplus. Al-Muqtadir was pleased with that and extended Ḥāmid’s hand over the tax farms, until ʿAlī b. ʿĪsā feared him. Then prices rose in Baghdādh, and the common people and the elite rose up over that, seeking help, and they broke the pulpits. Ḥāmid was storing grain, as were other commanders. Several shops of the flour merchants were plundered. Al-Muqtadir ordered that Ḥāmid b. al-ʿAbbās be summoned, so he came from al-Ahwāz. The people then returned to their rioting, so Ḥāmid sent forces to restrain them, but they fought them, burned the two bridges, released the prisoners from the jails, and plundered the house of the chief of police, leaving nothing for him. Al-Muqtadir dispatched an army with Gharīb al-Khāl, who fought the common people. They fled before him and entered the congregational mosque at Bāb al-Ṭāq. He stationed guards at the mosque’s doors and seized everyone inside, imprisoning them. He beat some of them and cut off the hands of those known for corruption. Then, the next day, al-Muqtadir ordered a proclamation of safety among the people, and the unrest subsided. Then Ḥāmid rode to al-Muqtadir’s palace in a boat, and the common people stoned him. Al-Muqtadir then ordered that they be calmed, and they became calm. Al-Muqtadir ordered the opening of the storehouses of wheat and barley belonging to Ḥāmid, to al-Muqtadir’s mother, and to others, and the sale of their contents. Prices became cheap and the people settled down. ʿAlī b. ʿĪsā said to al-Muqtadir, “The cause of the high prices is only Ḥāmid’s tax farm, because he prevented the sale of grain at the threshing floors and stored it.” So he ordered the annulment of the tax farm contract from Ḥāmid and the dismissal of his agents from the Sawād. He ordered ʿAlī b. ʿĪsā to take charge of that, and the people settled down and were reassured. Ḥāmid’s associates used to say that this rioting was instigated by ʿAlī b. ʿĪsā.
