Translation

✧ Mention of several events In the year three hundred and six, Bishr al-Afshīnī raided the land of the Byzantines, and conquered several fortresses, took booty, and returned safely. Thamil raided in the Byzantine Sea, took booty, captured prisoners, and returned. Abū Aḥmad b. Ḥammād al-Mawṣilī was governor of Mosul. In this year, Jinnī al-Ṣafwānī entered the land of the Byzantines, plundered, destroyed, and burned, conquered, and returned. Letters about that were read from the pulpits in Baghdādh. In this year, a disturbance occurred in Baghdādh between the common people and the Ḥanbalīs. The caliph seized a group of them and sent them to al-Baṣrah, where they were imprisoned. In this year, on the first day of al-Muḥarram, which is the beginning of this year, the hospital built by al-Sayyidah, the mother of al-Muqtadir, was opened. Sinān b. Thābit, the physician, took up his seat in it, and physicians, servants, and stewards were appointed there. Its monthly expenditure was six hundred dinars. Sinān b. Thābit suggested to the caliph the building of a hospital, and he accepted it from him, and it was built and named al-Muqtadirī. In this year, the common people rioted and spread false rumors of al-Muqtadir's death. He rode out with the troops until he reached al-Thurayyā, and returned by Bāb al-ʿĀmmah, and stood for a long time so that the people might see him. Then he rode to al-Shammāsiyyah and went down to the caliphal palace on the Tigris, and the disturbances subsided. In this year, al-Sayyidah, the mother of al-Muqtadir, ordered a stewardess of hers known as Thamil to sit in the tomb she had built in al-Ruṣāfah every Friday, and to look into the grievances that were brought to her in petitions. The judges and jurists attended her sessions. In this year, al-Faḍl b. ʿAbd al-Malik al-Hāshimī led the people in the pilgrimage. In Rabīʿ al-Ākhir, Muḥammad b. Khalaf Wakīʿ died, and Abū Jaʿfar Ibn al-Buhlūl took over the judicial office in the city of al-Manṣūr and the judgeship of al-Ahwāz that he had held. In this month, the inmates of the new prison rioted and climbed the wall. Nizār b. Muḥammad, the chief of police, rode out, fought them, killed one of them, and threw his head to them, and they quieted down. In this year, Nizār was dismissed from the police of Baghdādh, and Najaḥ al-Ṭūlūnī was appointed in his place. Jurists were appointed in the quarters whose rulings the police were to follow. As a result, the prestige of the government weakened, thieves and vagabonds became emboldened, disturbances increased, the houses of merchants were robbed, and people's daughters were seized in deserted streets, and corruption spread. In this year, the Banū Hāshim rose against ʿAlī b. ʿĪsā because of the delay in their stipends, and they stretched out their hands toward him. Al-Muqtadir ordered them to be arrested, disciplined, and exiled to al-Baṣrah, and their stipends were cancelled. ʿAlī b. ʿĪsā interceded for them, so they were brought back; they went into hiding, but his son was arrested and his wealth and properties were sold, and he was called to account. He had given seven hundred thousand dinars. The reason was that he had delayed the release of their stipends and those of the soldiers, pleading the shortage of funds; he had spent them on the war against Ibn Abī al-Sāj. He asked al-Muqtadir to release two hundred thousand dinars from the treasury to pay the soldiers, but that weighed heavily on al-Muqtadir. He corresponded with Ibn al-Furāt, who had guaranteed to meet all expenses, but Ibn al-Furāt pleaded what he had spent on the war against Ibn Abī al-Sāj, and his excuse was not accepted. At that time, Abū Muḥammad Ḥāmid b. al-ʿAbbās was written to, summoning him to the capital. When he arrived, he was invested with the vizierate, but his incapacity in administration became apparent. He was advised to summon ʿAlī b. ʿĪsā to work under him, and he did so. ʿAlī b. ʿĪsā was brought out and carried to Ḥāmid. He used to attend with an inkwell, examine the affairs, and sign. At that time, Abū al-Ḥasan ʿAlī b. ʿĪsā alone took charge of administering all the affairs of the kingdom, and Ḥāmid gave no orders in anything at all, as previously mentioned. Abū ʿUmar al-Qāḍī was appointed to the maẓālim court in Jumādā al-Ākhirah of this year.
