The dismissal of b. Wahsudhan from Isfahan

Abī al-Sāj Yūsuf b. Abī al-Sāj was over Azerbaijan and Armenia, having been appointed to the war, the prayer, the judgments, and other matters, since the beginning of the first vizierate of Ibn al-Furāt, and upon him was money which he paid to the dīwān of the caliphate. When Ibn al-Furāt was dismissed and al-Khāqānī assumed the vizierate, and after him ʿAlī b. ʿĪsā, he became greedy and delayed the remittance of some of the money, and there accumulated for him that by which he was emboldened to refuse, and he remained thus until this year. When he learned of the arrest of the vizier ʿAlī b. ʿĪsā, he claimed that the caliph had sent him a covenant for al-Rayy and that the vizier ʿAlī b. ʿĪsā had interceded for him in that, so he conveyed it to him, and he gathered the armies and marched to al-Rayy, where Muḥammad b. ʿAlī Ṣuʿlūk was in charge of its affairs for the ruler of Khurasan, namely the emir Naṣr b. Aḥmad b. Ismāʿīl al-Sāmānī. Ṣuʿlūk had seized control of al-Rayy and its environs during the vizierate of ʿAlī b. ʿĪsā, then he sent to the dīwān of the caliphate and agreed to pay a sum for it which he remitted. When he learned of the march of Yūsuf b. Abī al-Sāj toward him, he went to Khurasan, and Yūsuf entered al-Rayy and took possession of it and of Qazwīn, Zanjān, and Abhar. When al-Muqtadir learned of his action and his claim that ʿAlī b. ʿĪsā had sent him the covenant and the banner for that, he denied it and considered it monstrous. Yūsuf wrote to the vizier Ibn al-Furāt that ʿAlī b. ʿĪsā had sent him his covenant over these places, and that he had conquered them and expelled those who had usurped them, and he excused himself for that and mentioned the large amount he had spent. That weighed heavily on al-Muqtadir, and he ordered Ibn al-Furāt to ask ʿAlī b. ʿĪsā about what Yūsuf had mentioned. He brought him and asked him, and he denied it and said: Ask the secretaries and the caliph's entourage, for the covenant and the banner must have been taken by one of the caliph's servants or one of his commanders. They knew he was truthful. Ibn al-Furāt wrote to Ibn Abī al-Sāj reproaching him for his incursion into these lands and his lying about the vizier ʿAlī b. ʿĪsā, and he equipped the armies to fight him. The march of the armies was in the year 305. The commander of the army was Khāqān al-Mufliḥī, and with him were a group of commanders such as Aḥmad b. Masrūr al-Balkhī, Sīmā al-Jazarī, and Niḥrīr al-Ṣaghīr. They marched and met Yūsuf and fought, and Yūsuf defeated them and captured a group of them, and he brought them into al-Rayy paraded on camels. The caliph sent Muʾnis the servant with a large army to fight him. He marched, and the army that had been with Khāqān joined him, and Khāqān was removed from the posts of al-Jabal, and Niḥrīr al-Ṣaghīr was appointed over them. Muʾnis marched, and Aḥmad b. ʿAlī, the brother of Muḥammad b. ʿAlī Ṣuʿlūk, came to him seeking safe conduct, and he honored him and gave him gifts. Ibn Abī al-Sāj wrote asking for pardon and offering to contract for the posts of al-Rayy and its environs for 700,000 dinars to the treasury, apart from what the troops and others needed. Al-Muqtadir did not grant him that; even if he had offered the fill of the earth, he would not have confirmed him over al-Rayy for a single day, because of his audacity in forgery. When Ibn Abī al-Sāj knew that, he departed from al-Rayy after devastating it and collected its land tax in ten days. The caliph appointed Waṣīf al-Buktumrī over al-Rayy, Qazwīn, and Abhar. Ibn Abī al-Sāj asked to contract for what was in his hand of the province. Ibn al-Furāt advised granting him that, but Naṣr the chamberlain and Ibn al-Ḥawārī opposed him, saying: It is not permissible to grant him that until he steps on the carpet. Ibn al-Furāt was accused of collusion with Ibn Abī al-Sāj and leaning toward him, and enmity arose between them and Ibn al-Furāt. Al-Muqtadir refused to grant him that until he presented himself in person in his service. When Yūsuf saw that his blood would be in danger if he came into his service, he fought Muʾnis, and Muʾnis was defeated and fled to Zanjān. Among his commanders Sīmā b. Buwayh was killed, and a group of them were captured, among them Hilāl b. Badr, and he brought them into Ardabīl paraded on camels. Muʾnis stayed in Zanjān gathering the armies and seeking reinforcements from the caliph, and Ibn Abī al-Sāj corresponded with him about peace, and they exchanged messages about that. Muʾnis wrote to the caliph, but he did not grant him that. When it was Muḥarram of the year 307, and the vizier then was Ḥāmid b. al-ʿAbbās, a large army gathered for Muʾnis, and he marched to Yūsuf, and they clashed at the gate of Ardabīl. Yūsuf's army was defeated, and Yūsuf and a group of his companions were captured, and Muʾnis returned with them to Baghdad and entered it also in Muḥarram. He brought Yūsuf into Baghdad paraded on a camel, wearing a burnous with fox tails. He was brought before al-Muqtadir, then imprisoned in the caliph's palace with Zaydān the stewardess. When Muʾnis had defeated Ibn Abī al-Sāj, he appointed ʿAlī b. Wahsūdhān over the posts of al-Rayy, Dunbāwand, Qazwīn, Abhar, and Zanjān, and made their revenues for his men, and he appointed Aḥmad b. ʿAlī b. Ṣuʿlūk over Iṣfahān, Qumm, Qāshān, and Sāwa, and he departed from Azerbaijan. The situation of these lands after Muʾnis's departure When Muʾnis departed from Azerbaijan to Iraq, Subuk, the ghulām of Yūsuf b. Abī al-Sāj, rose up in the lands of Azerbaijan and took possession of them, and a great army gathered to him. Muʾnis sent Muḥammad b. ʿUbayd Allāh al-Fāriqī against him and appointed him over the lands. He marched to Subuk and fought him, and al-Fāriqī was defeated and went to Baghdad, and Subuk took firm control of the lands. Then he wrote to the caliph asking to contract for Azerbaijan, and he was granted that, and it was fixed upon him every year 220,000 dinars, and robes of honor and the covenant were sent to him, but he did not abide by what was fixed for him. Then Aḥmad b. Musāfir, the lord of al-Ṭirm, rose up against his nephew ʿAlī b. Wahsūdhān, who was staying in the region of Qazwīn, and killed him in his bed, and fled to his own country. In place of ʿAlī b. Wahsūdhān, Waṣīf al-Buktumrī was appointed, and Muḥammad b. Sulaymān, the commander of the army, was appointed over the land-tax posts there. Aḥmad b. ʿAlī b. Ṣuʿlūk marched from Qumm to al-Rayy and entered it, and the caliph sent reproaching him for that and ordering him to return to Qumm, so he returned. Then he showed disobedience, dismissed the tax officials from Qumm, and prepared to march to al-Rayy. Niḥrīr al-Ṣaghīr, who was over Hamadhān, was written to, to march with Waṣīf to al-Rayy to prevent Aḥmad b. ʿAlī from it, so they marched to it, and Aḥmad b. ʿAlī met them at the gate of al-Rayy and defeated them. Muḥammad b. Sulaymān was killed, and Aḥmad took possession of al-Rayy. He corresponded with Naṣr the chamberlain to arrange his affair with the caliph, and he did that and arranged his affair, and fixed upon him for al-Rayy, Dunbāwand, Qazwīn, Zanjān, and Abhar 160,000 dinars delivered every year to Baghdad, and Aḥmad withdrew from Qumm, and the caliph appointed over it someone to oversee it.
