Translation
✧ In this year: al-Amīn appointed ʿAlī b. ʿĪsā b. Māhān, and that was on Wednesday, one night having passed of Rabīʿ al-Ākhir, over the entire province of al-Jabal: Nahāwand, Hamadān, Qumm, and Aṣfahān, its war and its land tax, and he attached to him a group of commanders, and ordered for him two hundred thousand dinars, and for his son fifty thousand dinars, and he gave the troops a great amount of money, and ordered for him two thousand ornamented swords and six thousand robes of honor, and al-Amīn brought his household, his clients, and his commanders to the maqṣūrah at al-Shammāsiyyah on Friday, eight nights having passed of Jumādā al-Ākhirah. He prayed the Friday prayer, and his son Mūsā entered and sat for them in the miḥrāb, and with him were al-Faḍl b. al-Rabīʿ and all who were present. He read to their assembly a letter from al-Amīn informing them of his opinion regarding them, his right over them, and what he had previously done of the oath of allegiance exclusively to himself, and their obligation to that, and what al-Maʾmūn had introduced of calling himself the Imām, summoning to himself, cutting off the postal service, and cutting off the mention of his name from the dār al-ṭirāz, and that what he had introduced of that was not his right. Then al-Faḍl spoke and said: No one has a right to the caliphate except the Commander of the Faithful Muḥammad, and God has not granted ʿAbd Allāh or anyone else any share in that. And the Amīr Mūsā has ordered for you, from his own personal wealth, three million dirhams to be distributed among you, O people of Khurāsān.
