اسْتِعْمَالِ رَوْحِ بْنِ حَاتِمٍ عَلَى إِفْرِيقِيَّةَ   وَفِي سنة إحدى وسبعين ومائة اسْتَعْمَلَ الرَّشِيدُ عَلَى إِفْرِيقِيَّةَ رَوْحَ بْنَ حَاتِمِ بْنِ قَبِيصَةَ بْنِ الْمُهَلَّبِ بْنِ أَبِي صُفْرَةَ، لَمَّا بَلَغَهُ وَفَاةُ أَخِيهِ يَزِيدَ بْنِ حَاتِمٍ بِهَا، فَقَدِمَهَا فِي رَجَبٍ، وَكَانَ دَاوُدُ بْنُ يَزِيدَ أَخِيهِ عَلَى إِفْرِيقِيَّةَ، فَلَمَّا وَصَلَ عَمُّهُ رَوْحٌ سَارَ دَاوُدُ إِلَى الرَّشِيدِ، فَاسْتَعْمَلَهُ. قَالَ رَوْحٌ: كُنْتُ عَامِلًا عَلَى فَلَسْطِينَ، فَأَحْضَرَنِي الرَّشِيدُ، فَوَصَلْتُ وَقَدْ بَلَغَهُ مَوْتُ أَخِي يَزِيدَ، فَقَالَ: أَحْسَنَ اللَّهُ عَزَاءَكَ فِي أَخِيكَ، وَقَدْ وَلَّيْتُكَ مَكَانَهُ لِتَحْفَظَ صَنَائِعَهُ وَمَوَالِيَهُ. فَسَارَ إِلَيْهَا، وَلَمْ تَزَلِ الْبِلَادُ مَعَهُ آمِنَةً، سَاكِنَةً مِنْ فِتْنَةٍ، لِأَنَّ أَخَاهُ يَزِيدَ كَانَ قَدْ أَكْثَرَ الْقَتْلَ فِي الْخَوَارِجِ بِإِفْرِيقِيَّةَ فَذَلُّوا. ثُمَّ تُوُفِّيَ رَوْحٌ بِالْقَيْرَوَانِ، وَدُفِنَ إِلَى جَانِبِ قَبْرِ أَخِيهِ يَزِيدَ، وَكَانَتْ وَفَاتُهُ فِي رَمَضَانَ سَنَةَ أَرْبَعٍ وَسَبْعِينَ وَمِائَةٍ. وَلَمَّا اسْتَعْمَلَ الْمَنْصُورُ يَزِيدَ بْنَ حَاتِمٍ عَلَى إِفْرِيقِيَّةَ، اسْتَعْمَلَ أَخَاهُ رَوْحًا عَلَى السِّنْدِ فَقِيلَ لَهُ: يَا أَمِيرَ الْمُؤْمِنِينَ لَقَدْ بَاعَدْتَ مَا بَيْنَ قَبْرَيْهِمَا، فَتُوُفِّيَ يَزِيدُ بِالْقَيْرَوَانِ، ثُمَّ وَلِيَهَا رَوْحٌ، فَتُوُفِّيَ بِهَا وَدُفِنَ إِلَى جَانِبِ أَخِيهِ يَزِيدَ. وَكَانَ رَوْحٌ أَشْهَرَ بِالشَّرْقِ مِنْ يَزِيدَ، وَيَزِيدُ أَشْهَرَ بِالْغَرْبِ مِنْ رَوْحٍ لِطُولِ مُدَّةِ وِلَايَتِهِ، وَكَثْرَةِ خُرُوجِهِ فِيهَا وَالْخَارِجِينَ عَلَيْهِ.

Translation

✧ The Appointment of Rawḥ b. Ḥātim over Ifrīqiyah In the year one hundred and seventy-one, al-Rashīd appointed Rawḥ b. Ḥātim b. Qabīṣah b. al-Muhallab b. Abī Ṣufrah over Ifrīqiyah, when the news reached him of the death of his brother Yazīd b. Ḥātim there. He arrived in Rajab. His brother Dāwūd b. Yazīd was over Ifrīqiyah, but when his uncle Rawḥ arrived, Dāwūd went to al-Rashīd, and al-Rashīd appointed him. Rawḥ said: I was governor over Filasṭīn, when al-Rashīd summoned me. I arrived after news of the death of my brother Yazīd had reached him. He said: 'May God grant you a good consolation in your brother, and I have appointed you in his place so that you may preserve his benefactions and his freedmen.' He set out for it. The land remained secure and free from strife with him, because his brother Yazīd had killed many of the Khawārij in Ifrīqiyah, so they became abased. Then Rawḥ died in al-Qayrawān and was buried beside the grave of his brother Yazīd. His death was in Ramaḍān of the year one hundred and seventy-four. When al-Manṣūr appointed Yazīd b. Ḥātim over Ifrīqiyah, he appointed his brother Rawḥ over al-Sind. It was said to him: 'O Commander of the Faithful, you have placed far apart between their two graves.' Then Yazīd died in al-Qayrawān, and afterward Rawḥ became governor over it, and he died there and was buried beside his brother Yazīd. Rawḥ was more renowned in the East than Yazīd, and Yazīd was more renowned in the West than Rawḥ because of the length of his governorship and the many rebellions against him and those who rose up against him during it.
