The Year 99
وَفِي سنة تسع وتسعين عَزَلَ عُمَرُ يَزِيدَ بْنَ الْمُهَلَّبِ عَنْ إِمْرَةِ الْعِرَاقِ، وَبَعَثَ عَدِيَّ بْنَ أَرْطَاةَ الْفَزَارِيَّ عَلَى إِمْرَةِ الْبَصْرَةِ، فَاسْتَقْضَى عَلَيْهَا الْحَسَنَ الْبَصْرِيَّ، فَاسْتَعْفَاهُ فَأَعْفَاهُ، وَاسْتَقْضَى مَكَانَهُ إِيَاسَ بْنَ مُعَاوِيَةَ الذَّكِيَّ الْمَشْهُورَ، وَبَعَثَ عَلَى إِمْرَةِ الْكُوفَةِ وَأَرْضِهَا عَبْدَ الْحَمِيدِ بْنَ عَبْدِ الرَّحْمَنِ بْنِ زَيْدِ بْنِ الْخَطَّابِ، وَضَمَّ إِلَيْهِ أَبَا الزِّنَادِ كَاتِبًا بَيْنَ يَدَيْهِ، وَاسْتَقْضَى عَلَيْهَا عَامِرًا الشَّعْبِيَّ. قَالَ الْوَاقِدِيُّ: فَلَمْ يَزَلْ قَاضِيًا عَلَيْهَا مُدَّةَ خِلَافَةِ عُمَرَ بْنِ عَبْدِ الْعَزِيزِ وَجَعَلَ عَلَى إِمْرَةِ خُرَاسَانَ الْجَرَّاحَ بْنَ عَبْدِ اللَّهِ الْحَكَمِيَّ، وَكَانَ نَائِبَ مَكَّةَ عَبْدُ الْعَزِيزِ بْنُ عَبْدِ اللَّهِ بْنِ خَالِدِ بْنِ أُسَيْدٍ، وَعَلَى إِمْرَةِ الْمَدِينَةِ أَبُو بَكْرِ بْنُ مُحَمَّدِ بْنِ عَمْرِو بْنِ حَزْمٍ، وَهُوَ الَّذِي حَجَّ بِالنَّاسِ فِي هَذِهِ السَّنَةِ. وَعَزَلَ عَنْ إِمْرَةِ مِصْرَ عَبْدَ الْمَلِكِ بْنَ رِفَاعَةَ وَوَلَّى عَلَيْهَا أَيُّوبَ بْنَ شُرَحْبِيلَ وَجَعَلَ الْفُتْيَا إِلَى جَعْفَرِ بْنِ رَبِيعَةَ، وَيَزِيدَ بْنِ أَبِي حَبِيبٍ وَعُبَيْدِ اللَّهِ بْنِ أَبِي جَعْفَرٍ، فَهَؤُلَاءِ الَّذِينَ كَانُوا يُفْتُونَ النَّاسَ، وَاسْتَعْمَلَ عَلَى إِفْرِيقِيَّةَ وَبِلَادِ الْمَغْرِبِ إِسْمَاعِيلَ بْنَ عَبْدِ اللَّهِ الْمَخْزُومِيَّ، وَكَانَ حَسَنَ السِّيرَةِ وَأَسْلَمَ فِي وِلَايَتِهِ عَلَى بِلَادِ الْمَغْرِبِ خَلْقٌ كَثِيرٌ مِنَ الْبَرْبَرِ. وَاللَّهُ سُبْحَانَهُ وَتَعَالَى أَعْلَمُ.
Translation
✧ In the year ninety-nine, ʿUmar dismissed Yazīd b. al-Muhallab from the governorship of Iraq, and sent ʿAdī b. Arṭāh al-Fazārī over the governorship of al-Baṣrah. He appointed al-Ḥasan al-Baṣrī as judge over it, but he asked to be excused, so he excused him, and appointed in his place Iyās b. Muʿāwiyah, the renowned intelligent one. He sent ʿAbd al-Ḥamīd b. ʿAbd al-Raḥmān b. Zayd b. al-Khaṭṭāb over the governorship of al-Kūfah and its land, and attached to him Abū al-Zinād as a scribe before him, and appointed ʿĀmir al-Shaʿbī as judge over it. Al-Wāqidī said: He remained judge over it for the duration of the caliphate of ʿUmar b. ʿAbd al-ʿAzīz. He placed al-Jarrāḥ b. ʿAbd Allāh al-Ḥakamī over the governorship of Khurāsān. The deputy of Makkah was ʿAbd al-ʿAzīz b. ʿAbd Allāh b. Khālid b. Usayd, and over the governorship of al-Madīnah was Abū Bakr b. Muḥammad b. ʿAmr b. Ḥazm, and he is the one who led the people in the pilgrimage in this year. He dismissed ʿAbd al-Malik b. Rifāʿah from the governorship of Miṣr and appointed over it Ayyūb b. Shuraḥbīl, and assigned the giving of legal opinions to Jaʿfar b. Rabīʿah, Yazīd b. Abī Ḥabīb, and ʿUbayd Allāh b. Abī Jaʿfar. These are the ones who used to give legal opinions to the people. He appointed Ismāʿīl b. ʿAbd Allāh al-Makhzūmī over Ifrīqiyah and the lands of the Maghrib, and he was of good conduct, and during his governorship over the lands of the Maghrib many of the Berbers embraced Islam.
