The caliphate of Muʿāwiyah b. Abī Sufyān
( فِيمَنِ اتَّخَذَهُمْ مُعَاوِيَةُ عَلَى الْقَضَاءِ وَالْحِرَاسَةِ وَالْحِجَابَةِ وَالشُّرْطَةِ ) وَكَانَ عَلَى قَضَاءِ مُعَاوِيَةَ فَضَالَةُ بْنُ عُبَيْدٍ، ثُمَّ مَاتَ فَضَالَةُ فَوَلَّى أَبَا إِدْرِيسَ الْخَوْلَانِيَّ. وَكَانَ عَلَى حَرَسِهِ رَجُلٌ مِنَ الْمَوَالِي يُقَالُ لَهُ: الْمُخْتَارُ. وَقِيلَ: مَالِكٌ. وَيُكَنَّى أَبَا الْمُخَارِقِ، مَوْلًى لِحِمْيَرَ، وَكَانَ مُعَاوِيَةُ أَوَّلَ مَنِ اتَّخَذَ الْحَرَسَ ، وَكَانَ عَلَى حُجَّابِهِ سَعْدٌ مَوْلَاهُ، وَعَلَى الشُّرْطَةِ قَيْسُ بْنُ حَمْزَةَ، ثُمَّ زِمْلُ بْنُ عَمْرٍو الْعُذْرِيُّ، ثُمَّ الضَّحَّاكُ بْنُ قَيْسٍ الْفِهْرِيُّ، وَكَانَ صَاحِبَ أَمْرِهِ سَرْجُونُ بْنُ مَنْصُورٍ الرُّومِيُّ. وَكَانَ مُعَاوِيَةُ أَوَّلَ مَنِ اتَّخَذَ دِيوَانَ الْخَاتَمِ وَخَزْمِ الْكُتُبِ. وكَانَ سَبَبُ ذَلِكَ أَنَّ مُعَاوِيَةَ أَمَرَ لِعَمْرِو بْنِ الزُّبَيْرِ بِمِائَةِ أَلْفِ دِرْهَمٍ وَكَتَبَ لَهُ بِذَلِكَ إِلَى زِيَادٍ، فَفَتَحَ عَمْرٌو الْكِتَابَ وَصَيَّرَ الْمِائَةَ مِائَتَيْنِ، فَلَمَّا رَفَعَ زِيَادٌ حِسَابَهُ أَنْكَرَهَا مُعَاوِيَةُ وَطَلَبَهَا مِنْ عَمْرٍو وَحَبَسَهُ، فَقَضَاهَا عَنْهُ أَخُوهُ عَبْدُ اللَّهِ بْنُ الزُّبَيْرِ، فَأَحْدَثَ عَنْهُ ذَلِكَ مُعَاوِيَةُ دِيوَانَ الْخَاتَمِ وَحَزَمَ الْكُتُبَ، وَلَمْ تَكُنْ تُحْزَمُ.
Translation
✧ (Concerning those whom Muʿāwiyah appointed over the judiciary, the guard, the chamberlains, and the shurṭah) Over Muʿāwiyah's judiciary was Faḍālah b. ʿUbayd, then Faḍālah died and he appointed Abū Idrīs al-Khawlānī. Over his guard was a man from the mawālī called al-Mukhtār. It is also said: Mālik. He was given the kunyah Abū al-Makhāriq, a mawlā of Ḥimyar. Muʿāwiyah was the first to establish the guard. Over his chamberlains was Saʿd, his mawlā, and over the shurṭah was Qays b. Ḥamzah, then Ziml b. ʿAmr al-ʿUdhrī, then al-Ḍaḥḥāk b. Qays al-Fihrī. The keeper of his affairs was Sarjūn b. Manṣūr al-Rūmī. Muʿāwiyah was the first to establish the dīwān of the seal and the tying of documents. The reason for that was that Muʿāwiyah ordered that ʿAmr b. al-Zubayr be given one hundred thousand dirhams, and he wrote to Ziyād about that. ʿAmr opened the letter and made the hundred into two hundred. When Ziyād submitted his account, Muʿāwiyah rejected it, demanded it from ʿAmr, and imprisoned him. His brother ʿAbd Allāh b. al-Zubayr paid it on his behalf. Because of that, Muʿāwiyah instituted the dīwān of the seal and tied the documents, whereas they had not been tied.
