The caliphate of Muʿāwiyah b. Abī Sufyān

وِلَايَةِ قَيْسِ بْنِ الْهَيْثَمِ خُرَاسَانَ   وَفِي سنة إحدى وأربعين اسْتَعْمَلَ ابْنُ عَامِرٍ قَيْسَ بْنَ الْهَيْثَمِ السُّلَمِيَّ عَلَى خُرَاسَانَ، وَكَانَ أَهْلُ بِاذَغِيسَ وَهَرَاةَ وَبُوشَنْجَ قَدْ نَكَثُوا، فَسَارَ إِلَى بَلْخَ فَأَخْرَبَ نُوبَهَارَهَا، كَانَ الَّذِي تَوَلَّى ذَلِكَ عَطَاءُ بْنُ السَّائِبِ مَوْلَى بَنِي لَيْثٍ، وَهُوَ الْخُشْكُ، وَإِنَّمَا سُمِّيَ عَطَاءً الْخُشْكَ لِأَنَّهُ أَوَّلُ مَنْ دَخَلَ مَدِينَةَ هَرَاةَ مِنَ الْمُسْلِمِينَ مِنْ بَابِ خُشْكٍ، وَاتَّخَذَ قَنَاطِرَ عَلَى ثَلَاثَةِ أَنْهَارٍ مَنْ بَلْخَ عَلَى فَرْسَخٍ فَقِيلَ: قَنَاطِرُ عَطَاءٍ. ثُمَّ إِنَّ أَهْلَ بَلْخَ سَأَلُوا الصُّلْحَ وَمُرَاجَعَةَ الطَّاعَةِ فَصَالَحَهُمْ قَيْسٌ. وَقِيلَ: إِنَّمَا صَالَحَهُمُ الرَّبِيعُ بْنُ زِيَادٍ سَنَةَ إِحْدَى وَخَمْسِينَ،. ثُمَّ قَدِمَ قَيْسٌ عَلَى ابْنِ عَامِرٍ فَضَرَبَهُ وَحَبَسَهُ وَاسْتَعْمَلَ عَبْدَ اللَّهِ بْنَ خَازِمٍ، فَأَرْسَلَ إِلَيْهِ أَهْلُ هَرَاةَ وَبَاذَغِيسَ وَبُوشَنْجَ يَطْلُبُونَ الْأَمَانَ وَالصُّلْحَ، فَصَالَحَهُمْ وَحَمَلَ إِلَى ابْنِ عَامِرٍ مَالًا.

Translation

✧ The appointment of Qays b. al-Haytham over Khurasan In the year forty-one, Ibn ʿĀmir appointed Qays b. al-Haytham al-Sulamī over Khurasan. The people of Bādhaghīs, Herat, and Būshanj had broken their treaties, so he marched to Balkh and destroyed its Nawbahār. The one who undertook that was ʿAṭāʾ b. al-Sāʾib, the client of Banū Layth, and he is al-Khushk. He was only called ʿAṭāʾ al-Khushk because he was the first of the Muslims to enter the city of Herat through the Gate of Khushk. He built bridges over three rivers from Balkh at a distance of one farsakh, and it was said: the Bridges of ʿAṭāʾ. Then the people of Balkh sought a peace settlement and a return to obedience, so Qays made peace with them. It was also said: It was rather al-Rabīʿ b. Ziyād who made peace with them in the year fifty-one. Then Qays went to Ibn ʿĀmir, who beat him and imprisoned him, and appointed ʿAbd Allāh b. Khāzim. The people of Herat, Bādhaghīs, and Būshanj sent to him seeking safe-conduct and peace, so he made peace with them and carried money to Ibn ʿĀmir.
