✧ Mu'awiya prayed in Madinah a prayer in which he recited aloud, and in it he recited Bismillah al-Rahman al-Rahim for Umm al-Qur'an but did not recite Bismillah al-Rahman al-Rahim for the surah that followed it until he finished that recitation. When he said the salam, those who heard that from the Muhajirun and the Ansar called out to him from every direction: 'O Mu'awiya, did you omit part of the prayer or did you forget?' Then when he prayed after that, he recited Bismillah al-Rahman al-Rahim for the surah that followed Umm al-Qur'an and said the takbir when he went down for prostration.

machine translation"This is a sound (ṣaḥīḥ) hadith meeting the criterion of Muslim, for he relied on ʿAbd al-Majīd b. ʿAbd al-ʿAzīz, and the rest of the narrators are agreed upon as upright. It is a defect in the hadith of Shuʿbah and others, from Qatādah, for despite his high standing he used to commit concealment (tadlīs) and take from anyone. Even if the hadith of Qatādah was included in the Ṣaḥīḥ, its opposite has corroborating reports, one of which is what we have mentioned, and among them is..." On the criterion of Muslim.

machine translationAs for the hadith of Muʿāwiyah, al-Ḥākim recorded it in his Mustadrak from ʿAbdullāh b. ʿUthmān b. Khuthaym, that Abū Bakr b. Ḥafṣ b. ʿUmar informed him that Anas b. Mālik said: Muʿāwiyah led a prayer in Medina and recited aloud in it. He began with "In the name of God, the Most Gracious, the Most Merciful" for the Mother of the Qurʾān, but did not recite it for the sūrah after it until he finished that prayer, and he did not say the takbīr when going down until he finished that prayer. When he gave the salām, those of the Muhājirūn and Anṣār who heard that, and whoever was in that place, called out to him: "O Muʿāwiyah, did you steal the prayer or did you forget? Where is "In the name of God, the Most Gracious, the Most Merciful", and where is the takbīr when you lower and when you rise?" Then when he prayed after that, he recited "In the name of God, the Most Gracious, the Most Merciful" for the sūrah after the Mother of the Qurʾān, and said the takbīr when going down in prostration. Al-Ḥākim said: sound (ṣaḥīḥ) on the criterion of Muslim. Al-Dāraquṭnī also narrated it and said: all its narrators are trustworthy (thiqāt). Al-Shāfiʿī relied on this hadith of Muʿāwiyah to establish reciting it aloud, and al-Khaṭīb said: it is the best that can be relied upon in this subject. I say: its transmission revolves around ʿAbdullāh b. ʿUthmān. Although he is among the men of Muslim, he has been criticized: from Yaḥyā, his hadiths are not strong; from al-Nasāʾī, lenient in hadith (layyin al-ḥadīth), not strong; and from Ibn al-Madīnī, rejected in hadith (munkar al-ḥadīth). In sum, he is disputed, so what he alone narrates is not accepted, besides that its chain is confused (muḍṭarib), as we explained in the commentary on Maʿānī al-Āthār and the commentary on Sunan Abī Dāwūd. It is also anomalous (shādh) and defective (muʿall), for it contradicts what the reliable, firmly established narrators related from Anas. How could Anas be seen to rely on a hadith like this one of Muʿāwiyah, when it contradicts what he narrated from the Prophet ﷺ and from the Rightly Guided Caliphs? None of Anas's well-known companions is known to have transmitted anything like it from him. Among the things that refute this hadith of Muʿāwiyah is that Anas was residing in Basra, and when Muʿāwiyah came to Medina, no one we know of mentioned that Anas was with him; rather, apparently he was not. Moreover, the position of the people of Medina, past and present, is to leave reciting it aloud, and some of them do not consider reciting it at all. ʿUrwah b. al-Zubayr, one of the seven jurists, said: I met the imams and they would begin the recitation only with "Praise be to God, Lord of the worlds." Nothing is preserved from any of the people of Medina with a sound chain that he recited it aloud, except something slight which has an explanation. This was their practice, inherited by the later from the earlier, so how could they object to Muʿāwiyah for what is their own sunnah? This is false.
