✧ Umar's statement regarding the people of the Shura

عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنِ الزُّهْرِيِّ، عَنْ سَالِمٍ، عَنِ ابْنِ عُمَرَ قَالَ:
دَخَلْتُ عَلَى حَفْصَةَ، فَقَالَتْ: عَلِمْتَ أَنَّ أَبَاكَ غَيْرُ مُسْتَخْلِفٍ ؟ قَالَ: قُلْتُ: " مَا كَانَ لِيَفْعَلَ قَالَتْ: إِنَّهُ فَاعِلٌ قَالَ: " فَحَلَفْتُ أَنْ أُكَلِّمَهُ فِي ذَلِكَ، فَسَكَتُّ حَتَّى غَدَوْتُ وَلَمْ أُكَلِّمْهُ قَالَ: وَكُنْتُ كَأَنَّمَا أَحْمِلُ بِيَمِينِي جَبَلًا حَتَّى رَجَعْتُ فَدَخَلْتُ عَلَيْهِ، فَسَأَلَنِي عَنْ حَالِ النَّاسِ وَأَنَا أُخْبِرُهُ، ثُمَّ قُلْتُ لَهُ: إِنِّي سَمِعْتُ النَّاسَ يَقُولُونَ مَقَالَةً فَآلَيْتُ أَنْ أَقُولَهَا لَكَ، زَعَمُوا أَنَّكَ غَيْرُ مُسْتَخْلِفٍ، وَإِنَّهُ لَوْ كَانَ لَكَ رَاعِي إِبِلٍ وَرَاعِي غَنَمٍ، ثُمَّ جَاءَكَ وَتَرَكَهَا رَأَيْتَ أَنْ قَدْ ضَيَّعَ فَرِعَايَةُ النَّاسِ أَشَدُّ قَالَ: فَوَافَقَهُ قَوْلِي، فَوَضَعَ رَأْسَهُ سَاعَةً، ثُمَّ رَفَعَهُ إِلَيَّ " فَقَالَ: إِنَّ اللهَ يَحْفَظُ دِينَهُ، وَإِنِّي إِنْ لَا أَسْتَخْلِفْ فَإِنَّ رَسُولَ اللهِ ﷺ لَمْ يَسْتَخْلِفْ، وَإِنْ أَسْتَخْلِفْ فَإِنَّ أَبَا بَكْرٍ قَدِ اسْتَخْلَفَ قَالَ: فَمَا هُوَ إِلَّا أَنْ ذَكَرَ رَسُولَ اللهِ ﷺ وَأَبَا بَكْرٍ فَعَلِمْتُ أَنَّهُ لَمْ يَكُنْ لِيَعْدِلَ بِرَسُولِ اللهِ ﷺ، وَأَنَّهُ غَيْرُ مُسْتَخْلِفٍ
Translation
✧ I entered upon Hafsah, and she said: Did you know that your father will not appoint a successor? He said: I said: He would not do that. She said: He will. He said: I swore that I would speak to him about that, but I remained silent until I went in the morning without speaking to him. He said: I was as if I were carrying with my right hand a mountain until I returned and entered upon him. He asked me about the condition of the people while I was informing him. Then I said to him: I heard the people saying something, and I swore to tell it to you. They claim that you will not appoint a successor, and that if you had a camel herder or a shepherd who came to you and left his charge, you would consider him negligent; but tending the people is more serious. He said: My words agreed with him, so he lowered his head for a while, then raised it to me and said: Allah protects His religion. If I do not appoint a successor, the Messenger of Allah ﷺ did not appoint one; and if I do, Abu Bakr appointed one. He said: It was only when he mentioned the Messenger of Allah ﷺ and Abu Bakr that I knew he would not set anyone beside the Messenger of Allah ﷺ and that he would not appoint a successor.
