عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ قَالَ: أَخْبَرَنِي بَعْضُ أَهْلِ الْعِلْمِ
أَنَّ عُمَرَ بْنَ الْخَطَّابِ كَتَبَ: أَنْ لَا يَحُدَّ أَمِيرُ الْجَيْشِ، وَلَا أَمِيرُ سَرِيَّةٍ رَجُلًا مِنَ الْمُسْلِمِينَ حَتَّى يَطْلُعَ الدَّرْبُ قَافِلًا، فَإِنِّي أَخْشَى أَنْ تَحْمِلَهُ الْحَمِيَّةُ عَلَى أَنْ يَلْحَقَ بِالْمُشْرِكِينَ
Translation
✧ 'Umar b. al-Khattab wrote: 'The commander of the army or the commander of a raiding party must not impose a hadd punishment on any Muslim until he emerges from the mountain pass on his return, for I fear that partisanship might carry him to join the polytheists.'
