عَبْدُ الرَّزَّاقِ، عَنْ دَاوُدَ بْنِ قَيْسٍ، عَنْ مُحَمَّدِ بْنِ عَجْلَانَ قَالَ:
كَتَبَ سُفْيَانُ بْنُ عَبْدِ اللهِ عَامِلُ الطَّائِفِ إِلَى عُمَرَ بْنِ الْخَطَّابِ أَنَّ مَنْ قِبَلِي يَسْأَلُونِي أَنْ أَحْمِيَ جَبَلًا لَهُمْ - أَوْ قَالَ: نَحْلًا لَهُمْ - فَكَتَبَ لَهُمْ عُمَرُ: إِنَّمَا هُوَ ذُبَابُ غَيْثٍ، لَيْسَ أَحَدٌ أَحَقَّ بِهِ مِنْ أَحَدٍ، فَإِنْ أَقَرُّوا لَكَ بِالصَّدَقَةِ فَاحْمِهِ لَهُمْ، فَكَتَبَ أَنَّهُمْ قَدْ أَقَرُّوا بِالصَّدَقَةِ، فَكَتَبَ إِلَيْهِ عُمَرُ: أَنِ احْمِهِ لَهُمْ وَخُذْ مِنْهُمُ الْعُشُورَ
Translation
✧ Sufyan b. Abd Allah, the governor of al-Ta’if, wrote to Umar b. al-Khattab that the people before me are asking me to protect a mountain for them — or he said: bees for them. Umar wrote to them: It is only rain flies; no one has more right to it than another. So if they acknowledge charity to you, protect it for them. He wrote that they had acknowledged charity. So Umar wrote to him: Protect it for them and take tithes from them.
