✧ The place of charity and the delivery of charity in its proper places

عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ قَالَ: قُلْتُ لِعَطَاءٍ:
أَرَأَيْتَ لَوْ كَانَتِ الصَّدَقَةُ تُوضَعُ مَوَاضِعَهَا، أَضَعُهَا أَنَا فِي مَوَاضِعِهَا أَمْ أَدْفَعُهَا إِلَى الْوُلَاةِ ؟ فَقَالَ - وَلَمْ يَشْكُلْ -: " لَيْسَ ذَلِكَ لَكَ إِذَا كَانُوا يَضَعُونَهَا فِي مَوَاضِعِهَا "، قُلتُ أَنَا حِينَئِذٍ: إِنَّمَا قَالَ ذَلِكَ ابْنُ عَبَّاسٍ مِنْ أَجْلِ أَنَّهُمْ لَا يَضَعُونَهَا مَوَاضِعَهَا ؟ قَالَ: " نَعَمْ " وَقَالَ فِي زَكَاةِ الْفِطْرِ مِثْلَ ذَلِكَ، وَكُلِّ صَدَقَةِ مَاشِيَةٍ أَوْ حَرْثٍ "، قَالَ: " وَلَيُجْزِيَنَّ عَنْكَ أَنْ تَدْفَعَهَا إِلَيْهِمْ فَتَجِبُ لَكَ الْأَجْرُ، وَيَتَوَلَّوْا هُمْ مَا تَوَلَّوْا
Translation
✧ He saw that if charity were put in its proper places, should I put it in its proper places or hand it over to the authorities? He said – without hesitation –: "That is not for you if they put it in its proper places." I said then: Ibn Abbas only said that because they do not put it in its proper places? He said: "Yes." And he said the same about zakah al-fitr and every charity of livestock or crops. He said: "It will suffice you to hand it over to them, and the reward will be yours, and they will bear what they bear."
