عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ قَالَ:
قُلْتُ لِعَطَاءٍ: أَتُرَخِّصُ فِي أَنْ أَضَعَ صَدَقَةَ مَالِي فِي مَوَاضِعِهَا، أَوْ إِلَى الْأُمَرَاءِ لَا بُدَّ ؟ قَالَ: سَمِعْتُ ابْنَ عَبَّاسٍ يَقُولُ: " إِذَا وَضَعْتَهَا مَوَاضِعَهَا مَا لَمْ تُعْطِ مِنْهَا أَحَدًا شَيْئًا تَقُولُهُ أَنْتَ فَلَا بَأْسَ "، سَمِعْتُهُ مِنْهُ غَيْرَ مَرَّةٍ يَأْثُرُهُ عَنِ ابْنِ عَبَّاسٍ قَالَ: وَقَالَ لِي عَطَاءٌ: وَكَانَ ابْنُ عُمَرَ يَقُولُ: " ادْفَعُوا الزَّكَاةَ إِلَى الْأُمَرَاءِ "، قَالَ: فَقَالَ لَهُ رَجُلٌ وَهُوَ يُرَادُّهُ: إِنَّهُمْ لَا يَضَعُونَهَا مَوَاضِعَهَا قَالَ: " وَإِنْ
Translation
✧ I said to 'Ata': 'Do you permit that I put the charity of my wealth in its proper places, or must it be to the commanders?' He said: 'I heard Ibn 'Abbas say: "If you put it in its proper places, as long as you do not give any of it to someone you yourself name, there is no harm." I heard it from him more than once, tracing it to Ibn 'Abbas.' He said: 'And 'Ata' said to me: "Ibn 'Umar used to say: 'Give the zakāh to the commanders.'" He said: 'A man said to him while he was disputing with him: "They do not put it in its proper places." He said: "Even so."'
