حَدَّثَنَا مُحَمَّدُ بْنُ عَبْدِ اللهِ بْنِ عُرْسٍ الْمِصْرِيُّ ثنا وَهْبُ اللهِ بْنُ رِزْقٍ أَبُو هُرَيْرَةَ الْمِصْرِيُّ ثنا بِشْرُ بْنُ بَكْرٍ حَدَّثَنِي الْأَوْزَاعِيُّ حَدَّثَنِي عَبْدَةُ بْنُ أَبِي لُبَابَةَ الْأَزْدِيُّ حَدَّثَنِي زِرُّ بْنُ حُبَيْشٍ قَالَ لَمَّا أَنْكَرَ النَّاسُ سِيرَةَ الْوَلِيدِ بْنِ عُقْبَةَ بْنِ أَبِي مُعَيْطٍ فَزِعَ النَّاسُ إِلَى عَبْدِ اللهِ بْنِ مَسْعُودٍ فَقَالَ لَهُمْ عَبْدُ اللهِ بْنُ مَسْعُودٍ اصْبِرُوا؛ فَإِنَّ جَوْرَ إِمَامٍ خَمْسِينَ عَامًا خَيْرٌ مِنْ هَرْجِ شَهْرٍ وَذَلِكَ أَنِّي
سَمِعْتُ رَسُولَ اللهِ ﷺ يَقُولُ «لَا بُدَّ لِلنَّاسِ مِنْ إِمَارَةٍ بَرَّةٍ أَوْ فَاجِرَةٍ فَأَمَّا الْبَرَّةُ فَتَعْدِلُ فِي الْقَسْمِ وَيُقْسَمُ بَيْنَكُمْ فَيْؤُكُمْ بِالسَّوِيَّةِ وَأَمَّا الْفَاجِرَةُ فَيُبْتَلَى فِيهَا الْمُؤْمِنُ وَالْإِمَارَةُ الْفَاجِرَةُ خَيْرٌ مِنَ الْهَرْجِ» قِيلَ يَا رَسُولَ اللهِ وَمَا الْهَرْجُ؟ قَالَ «الْقَتْلُ وَالْكَذِبُ»

✧ I heard the Messenger of Allah ﷺ say: «People must have a leadership, whether righteous or wicked. As for the righteous one, it is just in distribution and your spoils are divided among you equally. As for the wicked one, the believer is tested therein; and a wicked leadership is better than harj.» It was said, "O Messenger of Allah, what is harj?" He said: «Killing and lying.»
