A man said to ʿUmar b. al-Khaṭṭāb: "Is it better for me to fear in God's cause the blame of any blamer, or to turn to myself?" He said: "As for the one who has been given charge of some of the affairs of the Muslims, he must not fear in God's cause the blame of any blamer. And whoever is free of that, let him turn to himself and give sincere advice to the one in charge of his affairs." Al-Ḥalīmī, may God have mercy on him, said: "The one who enjoins the good and forbids the evil should be distinguished by gentleness where gentleness is called for, and by firmness where firmness is called for. He should speak to every class of people in the manner he knows to be fitting for them and most effective with them. He should not show partiality or flatter. He should reform and straighten himself first, and then turn to reforming and straightening others. God, Mighty and Majestic, said: {أَتَأْمُرُونَ النَّاسَ بِالْبِرِّ وَتَنْسَوْنَ أَنْفُسَكُمْ} [al-Baqarah: 44]"
