أَخْبَرَنَا الْعَبَّاسُ بْنُ مُحَمَّدٍ الدُّورِيُّ قَالَ حَدَّثَنَا أَبُو نُوحٍ عَبْدُ الرَّحْمَنِ بْنُ غَزْوَانَ قَالَ حَدَّثَنَا شُعْبَةُ عَنْ سَعْدِ بْنِ إِبْرَاهِيمَ عَنْ عُبَيْدِ اللهِ بْنِ عَبْدِ اللهِ عَنِ ابْنِ عَبَّاسٍ عَنْ عَبْدِ الرَّحْمَنِ بْنِ عَوْفٍ قَالَ خَطَبَنَا عُمَرُ فَقَالَ قَدْ عَرَفْتُ
أَنَّ أُنَاسًا يَقُولُونَ إِنَّ خِلَافَةَ أَبِي بَكْرٍ كَانَتْ فَلْتَةً وَلَكِنْ وَقَى اللهُ شَرَّهَا وَإِنَّهُ لَا خِلَافَةَ إِلَّا عَنْ مَشُورَةٍ وَأَيُّمَا رَجُلٍ بَايَعَ رَجُلًا عَنْ غَيْرِ مَشُورَةٍ لَا يُؤَمَّرُ وَاحِدٌ مِنْهُمَا تَغِرَّةً أَنْ يُقْتَلَا قَالَ شُعْبَةُ قُلْتُ لِسَعْدٍ مَا تَغِرَّةً أَنْ يُقْتَلَا؟ قَالَ عُقُوبَتُهُمَا أَنْ لَا يُؤْمَرَ وَاحِدٌ مِنْهُمَا وَيَقُولُونَ وَالرَّجْمُ وَقَدْ رَجَمَ بِهِ رَسُولُ اللهِ ﷺ وَرَجَمْنَا وَأَنْزَلَ اللهُ فِي كِتَابِهِ وَلَوْلَا أَنَّ النَّاسَ يَقُولُونَ زَادَ فِي كِتَابِ اللهِ لَكَتَبْتُهُ بِخَطِّي حَتَّى الْحِقَهُ بِالْكِتَابِ

✧ Some people say that the caliphate of Abu Bakr was a slip, but Allah protected from its evil, and there is no caliphate except by consultation. Any man who pledges allegiance to a man without consultation, neither of them is to be appointed as ruler, as a deterrent lest they be killed. Shuʿbah said: I said to Saʿd, “What does ‘as a deterrent lest they be killed’ mean?” He said: “Their punishment is that neither of them is appointed as ruler.” They also say concerning stoning: The Messenger of Allah ﷺ stoned and we stoned, and Allah revealed in His Book. Were it not that people would say, “He added to the Book of Allah,” I would have written it with my own hand until I appended it to the Book.
