أَخْبَرَنَا إِسْمَاعِيلُ بْنُ مَسْعُودٍ قَالَ حَدَّثَنَا عَبْدُ الرَّحْمَنِ عَنْ سُفْيَانَ عَنِ الْأَعْمَشِ عَنْ إِبْرَاهِيمَ التَّيْمِيِّ عَنْ أَبِيهِ عَنْ عَلِيٍّ قَالَ
مَا عِنْدَنَا شَيْءٌ إِلَّا كِتَابُ اللهِ وَهَذِهِ الصَّحِيفَةُ مِنَ النَّبِيِّ ﷺ قَالَ «الْمَدِينَةُ حَرَمٌ مَا بَيْنَ عِيرٍ إِلَى ثَوْرٍ مَنْ أَحْدَثَ فِيهَا حَدَثًا أَوْ آوَى مُحْدِثًا فَعَلَيْهِ لَعْنَةُ اللهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ لَا يُقْبَلُ مِنْهُ صَرْفٌ وَلَا عَدْلٌ ذِمَّةُ الْمُسْلِمِينَ وَاحِدَةٌ فَمَنْ أَخْفَرَ مُسْلِمًا فَعَلَيْهِ لَعْنَةُ اللهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ لَا يُقْبَلُ مِنْهُ صَرْفٌ وَلَا عَدْلٌ وَمَنْ وَلَّى قَوْمًا بِغَيْرِ إِذْنِ مَوَالِيهِ فَعَلَيْهِ لَعْنَةُ اللهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ لَا يُقْبَلُ مِنْهُ صَرْفٌ وَلَا عَدْلٌ»

✧ We have nothing except the Book of Allah and this document from the Prophet ﷺ. He said: “Madinah is a sanctuary between ʿĪr and Thawr. Whoever commits an offense in it or shelters an offender, upon him is the curse of Allah, the angels, and all people. Neither obligatory nor supererogatory will be accepted from him. The protection of the Muslims is one; whoever violates a Muslim’s protection, upon him is the curse of Allah, the angels, and all people. Neither obligatory nor supererogatory will be accepted from him. Whoever gives allegiance to a people without the permission of his masters, upon him is the curse of Allah, the angels, and all people. Neither obligatory nor supererogatory will be accepted from him.”
