✧ Interpretation of the saying of Allah, Exalted is His praise, "{And upon those who are able [to fast, but with hardship] - a ransom [as substitute] of feeding a poor person}" [Surah al-Baqarah: Verse 184]

أَخْبَرَنِي مُحَمَّدُ بْنُ إِسْمَاعِيلَ بْنِ إِبْرَاهِيمَ قَالَ حَدَّثَنَا يَزِيدُ قَالَ حَدَّثَنَا وَرْقَاءُ عَنْ عَمْرِو بْنِ دِينَارٍ عَنْ عَطَاءٍ عَنِ ابْنِ عَبَّاسٍ
فِي قَوْلِهِ ﷻ {§وَعَلَى الَّذِينَ يُطِيقُونَهُ فِدْيَةٌ طَعَامُ مِسْكِينٍ} [البقرة 184] قَالَ يُطِيقُونَهُ يُكَلَّفُونَهُ فِدْيَةٌ طَعَامُ مِسْكِينٍ وَاحِدٍ فَمَنْ تَطَوَّعَ فَزَادَ طَعَامَ مِسْكِينٍ آخِرَ لَيْسَتْ بِمَنْسُوخَةٍ فَهُوَ خَيْرٌ لَهُ وَأَنْ تَصُومُوا خَيْرٌ لَكُمْ لَا يُرَخَّصُ فِي هَذَا إِلَّا لِلْكَبِيرِ الَّذِي لَا يُطِيقُ الصِّيَامَ أَوْ مَرِيضٍ لَا يُشْفَى
Translation

✧ In His saying ﷻ "And upon those who are able [to fast, but with hardship] is a ransom [as substitute] of feeding a poor person [each day]" [Surah Al-Baqarah 2:184], it is said: "those who are able [to fast, but with hardship] are required to give a ransom of feeding a poor person, and whoever voluntarily offers more food to another poor person, it is not considered abrogated. It is better for him, and it is better for you to fast. It is not permissible to be exempted from fasting in this except for the elderly who are unable to fast or for a sick person who is not able to recover.
