✧ Exemption of Horses and Slaves from Zakat

قَالَ مُسَدَّدٌ: حَدَّثَنَا مُعْتَمِرٌ، عَنْ أَبِيهِ، حَدَّثَنِي عَزْرَةُ قَالَ:
إِنَّ أَهْلَ الشَّامِ قَالُوا لِعُمَرَ ؓ: إِنَّ أَفْضَلَ أَمْوَالِنَا الْخَيْلُ وَالرَّقِيقُ، فَأَخَذَ عُمَرُ ؓ لِكُلِّ فَرَسٍ عَشَرَةً، وَلِكُلِّ رَأْسٍ عَشَرَةً، لَهُ رِزْقُهُمْ، فَكَانَ يُعْطِيهِمْ أَكْثَرَ مِمَّا أَخَذَ مِنْهُمْ، فَعَمَدَ هَؤُلَاءِ، يَعْنِي عُمَّالَ بَنِي أُمَيَّةَ فَأَخَذُوا مِنَ الرَّأْسِ عَشَرَةً، وَمِنَ الْفَرَسِ عَشَرَةً، وَلَمْ يَرْزُقُوا
Translation

✧ The people of Syria said to Umar ؓ: The best of our wealth is horses and slaves. So Umar ؓ took ten for every horse and ten for every head, and he provided for their sustenance. For he used to give them more than he took from them. Then these—meaning the officials of the Umayyads—took ten per head and ten per horse, and did not provide sustenance.
