عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ أَبِي إِسْحَاقَ قَالَ:
أَتَى أَهْلُ الشَّامِ عُمَرَ فَقَالُوا: إِنَّمَا أَمْوَالُنَا الْخَيْلُ، وَالرَّقِيقُ، فَخُذْ مِنَّا صَدَقَةً، فَقَالَ: " مَا أُرِيدُ أَنْ آخُذَ شَيْئًا لَمْ يَكُنْ قَبْلِي، ثُمَّ اسْتَشَارَ النَّاسَ "، فَقَالَ عَلِيٌّ: أَمَّا إِذَا طَابَتْ أَنْفُسُهُمْ فَحَسَنٌ، إِنْ لَمْ يَكُنْ جِزْيَةً تُؤْخَذُ بِهَا بَعْدَكَ، فَأَخَذَ عُمَرُ مِنَ الْخَيْلِ عَشَرَةَ دَرَاهِمَ، وَمِنَ الرَّقِيقِ عَشَرَةَ دَرَاهِمَ، عَشَرَةَ دَرَاهِمَ فِي كُلِّ سَنَةٍ، وَرَزَقَ الْخَيْلَ كُلَّ فَرَسٍ عَشَرَةَ أَجْرِبَةٍ فِي كُلِّ شَهْرٍ، وَرَزَقَ الرَّقِيقَ جَرِيبَيْنِ جَرِيبَيْنِ فِي كُلِّ شَهْرٍ " قَالَ مَعْمَرٌ: وَسَمِعْتُ غَيْرَ أَبِي إِسْحَاقَ يَقُولُ: " فَلَمَّا كَانَ مُعَاوِيَةُ حَسَبَ ذَلِكَ، فَإِذَا الَّذِي يُعْطِيهِمْ أَكْثَرُ مِنَ الَّذِي يَأْخُذُ مِنْهُمْ، فَتَرَكَهُمْ، وَلَمْ يَأْخُذْ مِنْهُمْ، وَلَمْ يُعْطِهِمْ
Translation
✧ The people of Syria came to ‘Umar and said: Our wealth consists only of horses and slaves, so take charity from us. He said: “I do not want to take something that was not taken before me.” Then he consulted the people. ‘Alī said: If they willingly give it, it is good, provided it does not become a jizya taken from them after you. So ‘Umar took from horses ten dirhams and from slaves ten dirhams, ten dirhams every year. And he provisioned the horses: every horse ten ajriba every month, and he provisioned the slaves two jarībs, two jarībs every month.” Ma‘mar said: I heard someone other than Abū Isḥāq say: “When Mu‘āwiya came, he calculated that, and found that what he gave them was more than what he took from them, so he left them alone and did not take from them or give to them.”
