The Caliphate of ʿUthmān b. ʿAffān
ذكر أَسْمَاءِ عُمَّالِهِ ؓ فِي هَذِهِ السَّنَةِ كَانَ عُمَّالُهُ هَذِهِ السَّنَةَ عَلَى مَكَّةَ: عَبْدُ اللَّهِ بْنُ الْحَضْرَمِيِّ، وَعَلَى الطَّائِفِ الْقَاسِمُ بْنُ رَبِيعَةَ الثَّقَفِيُّ، وَعَلَى صَنْعَاءَ يَعْلَى بْنُ مُنْيَةَ، وَعَلَى الْجُنْدِ عَبْدُ اللَّهِ بْنُ رَبِيعَةَ، وَعَلَى الْبَصْرَةِ عَبْدُ اللَّهِ بْنُ عَامِرٍ، خَرَجَ مِنْهَا وَلَمْ يُوَلِّ عُثْمَانُ عَلَيْهَا أَحَدًا، وَعَلَى الشَّامِ مُعَاوِيَةُ بْنُ أَبِي سُفْيَانَ، وَعَامِلُ مُعَاوِيَةَ عَلَى حِمْصَ عَبْدُ الرَّحْمَنِ بْنُ خَالِدٍ، وَعَلَى قِنَّسْرِينَ حَبِيبُ بْنُ مَسْلَمَةَ الْفِهْرِيُّ، وَعَلَى الْأُرْدُنِّ أَبُو الْأَعْوَرِ السُّلَمِيُّ، وَعَلَى فِلَسْطِينَ عَلْقَمَةُ بْنُ حَكِيمٍ الْكِنَانِيُّ، وَعَلَى الْبَحْرِ عَبْدُ اللَّهِ بْنُ قَيْسٍ الْفَزَارِيُّ، وَعَلَى الْقَضَاءِ أَبُو الدَّرْدَاءِ فِي قَوْلِ بَعْضِهِمْ، وَالصَّحِيحُ أَنَّهُ كَانَ قَدْ تُوُفِّيَ قَبْلَ أَنْ قُتِلَ عُثْمَانُ، وَكَانَ عَامِلَ عُثْمَانَ عَلَى الْكُوفَةِ أَبُو مُوسَى عَلَى الصَّلَاةِ، وَعَلَى خَرَاجِ السَّوَادِ جَابِرُ بْنُ فُلَانٍ الْمُزَنِيُّ، وَهُوَ صَاحِبُ الْمُسَنَّاةِ إِلَى جَانِبِ الْكُوفَةِ، وَسِمَاكٌ الْأَنْصَارِيُّ، وَعَلَى حَرْبِهَا الْقَعْقَاعُ بْنُ عَمْرٍو، وَعَلَى قَرْقِيسْيَا جَرِيرُ بْنُ عَبْدِ اللَّهِ، وَعَلَى أَذْرَبَيْجَانَ الْأَشْعَثُ بْنُ قَيْسٍ الْكِنْدِيُّ، وَعَلَى حُلْوَانَ عُتَيْبَةُ بْنُ النَّهَّاسِ، وَعَلَى مَاهَ مَالِكُ بْنُ حَبِيبٍ، وَعَلَى هَمَذَانَ النُّسَيْرُ، وَعَلَى الرَّيِّ سَعِيدُ بْنُ قَيْسٍ، وَعَلَى أَصْبَهَانَ السَّائِبُ بْنُ الْأَقْرَعِ، وَعَلَى مَاسَبْذَانَ خُنَيْسٌ، وَعَلَى بَيْتِ الْمَالِ عُقْبَةُ بْنُ عَامِرٍ، وَكَانَ عَلَى قَضَاءِ عُثْمَانَ زَيْدُ بْنُ ثَابِتٍ. ( عُتَيْبَةُ بْنُ النَّهَّاسِ: بِالتَّاءِ فَوْقَهَا نُقْطَتَانِ، وَبَعْدَهَا يَاءٌ تَحْتَهَا نُقْطَتَانِ، وَآخِرُهُ بَاءٌ مُوَحَّدَةٌ. وَعُيَيْنَةُ بْنُ حِصْنٍ: بِالْيَاءِ تَحْتَهَا نُقْطَتَانِ، وَيَاءٌ ثَانِيَةٌ، وَآخِرُهُ نُونٌ، تَصْغِيرُ عَيْنٍ. وَالنُّسَيْرُ: بِالنُّونِ، وَالسِّينِ الْمُهْمَلَةِ، تَصْغِيرُ نَسْرٍ ).
Translation
✧ Mention of the names of his governors ؓ in this year His governors this year were: over Makkah, ʿAbd Allāh b. al-Ḥaḍramī; over al-Ṭāʾif, al-Qāsim b. Rabīʿa al-Thaqafī; over Ṣanʿāʾ, Yaʿlā b. Munya; over al-Jund, ʿAbd Allāh b. Rabīʿa; over al-Baṣra, ʿAbd Allāh b. ʿĀmir, who left it and ʿUthmān did not appoint anyone over it; over al-Shām, Muʿāwiya b. Abī Sufyān; Muʿāwiya's governor over Ḥimṣ was ʿAbd al-Raḥmān b. Khālid; over Qinnasrīn, Ḥabīb b. Maslama al-Fihrī; over al-Urdunn, Abū al-Aʿwar al-Sulamī; over Filasṭīn, ʿAlqama b. Ḥakīm al-Kinānī; over the sea, ʿAbd Allāh b. Qays al-Fazārī; over the judiciary, Abū al-Dardāʾ according to the statement of some of them, but the correct view is that he had died before ʿUthmān was killed. ʿUthmān's governor over al-Kūfa was Abū Mūsā over the prayer; over the land tax of al-Sawād, Jābir b. Fulān al-Muzanī, who was the owner of the dam beside al-Kūfa, and Simāk al-Anṣārī; over its military affairs, al-Qaʿqāʿ b. ʿAmr; over Qarqīsiyā, Jarīr b. ʿAbd Allāh; over Adharbayjān, al-Ashʿath b. Qays al-Kindī; over Ḥulwān, ʿUtayba b. al-Nahhās; over Māh, Mālik b. Ḥabīb; over Hamadhān, al-Nusayr; over al-Rayy, Saʿīd b. Qays; over Aṣbahān, al-Sāʾib b. al-Aqraʿ; over Māsabadhān, Khunays; over the treasury, ʿUqba b. ʿĀmir; and over ʿUthmān's judiciary was Zayd b. Thābit. (ʿUtayba b. al-Nahhās: with a tāʾ with two dots above, then a yāʾ with two dots below, and ending with a bāʾ with one dot. And ʿUyayna b. Ḥiṣn: with a yāʾ with two dots below, a second yāʾ, and ending with a nūn, a diminutive of ʿayn. And al-Nusayr: with a nūn and an unpointed sīn, a diminutive of nasr).
