أَخْبَرَنَا أَبُو الْعَبَّاسِ السَّيَّارِيُّ بِمَرْوَ أَنْبَأَ أَبُو الْمُوَجَّهِ أَنْبَأَ عَبْدَانُ أَنْبَأَ عَبْدُ اللَّهِ أَنْبَأَ سَعِيدُ بْنُ إِيَاسٍ الْجُرَيْرِيُّ عَنْ أَبِي نَضْرَةَ عَنْ أَبِي فِرَاسٍ قَالَ قَالَ

عُمَرُ بْنُ الْخَطَّابِ «أَلَا أَيُّهَا النَّاسُ إِنَّا كُنَّا نَعْرِفُكُمْ إِذْ فِينَا رَسُولُ اللَّهِ ﷺ وَإِذْ يَنْزِلُ الْوَحْيُ وَإِذْ بَيْنَنَا مِنْ أَخْبَارِكُمْ أَلَا وَإِنَّ النَّبِيَّ ﷺ قَدِ انْطَلَقَ وَرُفِعَ الْوَحْيُ وَإِنَّمَا نَعْرِفُكُمْ بِمَا أَقُولُ لَكُمْ أَلَا وَمَنْ يُظْهِرُ مِنْكُمْ خَيْرًا ظَنَنَّا بِهِ خَيْرًا وَأَحْبَبْنَاهُ عَلَيْهِ وَمَنْ يُظْهِرُ مِنْكُمْ شَرًّا ظَنَنَّا بِهِ شَرًّا وَأَبْغَضْنَاهُ عَلَيْهِ سَرَائِرُكُمْ فِيمَا بَيْنَكُمْ وَبَيْنَ رَبِّكُمْ أَلَا وَقَدْ أَتَى عَلَيَّ زَمَانٌ وَأَنَا أَحْسَبُ مَنْ قَرَأَ الْقُرْآنَ يُرِيدُ بِهِ اللَّهَ تَعَالَى وَمَا عِنْدَهُ وَلَقَدْ خُيِّلَ إِلَيَّ بِآخِرَهِ أَنَّ قَوْمًا يَقْرَأُونَهُ يُرِيدُونَ مَا عِنْدَ النَّاسِ أَلَا فَأَرِيدُوا مَا عِنْدَ اللَّهِ بِقِرَاءَتِكُمْ وَبِعَمَلِكُمْ أَلَا وَإِنِّي وَاللَّهِ مَا أَبْعَثُ عُمَّالِي لِيَضْرِبُوا أَبْشَارَكُمْ وَيَأْخُذُوا أَمْوَالَكُمْ وَلَكِنِّي أَبْعَثُهُمْ لِيُعَلِّمُوكُمْ دِينَكُمْ وَسُنَنَكُمْ وَيَعْدِلُوا بَيْنَكُمْ وَيَقْسِمُوا فِيكُمْ فَيْئَكُمْ أَلَا مَنْ فُعِلَ بِهِ شَيْءٌ مِنْ ذَلِكَ فَلْيُرَافِعُهُ إِلَيَّ وَالَّذِي نَفْسُ عُمَرَ بِيَدِهِ لَأَقُصَّهُ مِنْهُ» فَوَثَبَ عَمْرُو بْنُ الْعَاصِ فَقَالَ يَا أَمِيرَ الْمُؤْمِنِينَ أَرَأَيْتَ لَوْ أَنَّ رَجُلًا مِنَ الْمُسْلِمِينَ كَانَ عَلَى رَعِيَّةٍ فَأَدَّبَ بَعْضَ رَعِيَّتِهِ إِنَّكَ لَمُقِصُّهُ مِنْهُ قَالَ «وَمَا لِي لَا أَقُصُّهُ وَقَدْ رَأَيْتُ رَسُولَ اللَّهِ ﷺ يَقُصُّ مِنْ نَفْسِهِ أَلَا لَا تَضْرِبُوهُمْ فَتُذِلُّوهُمْ وَلَا تَمْنَعُوهُمْ حَقَّهُمْ فَتُكَفِّرُوهُمْ وَلَا تُجْبِرُوهُمْ فَتَفْتِنُوهُمْ وَلَا تُنْزِلُوهُمُ الْغِيَاضَ فَتُضَيِّعُوهُمْ»

✧ 'Umar b. al-Khattab ؓ said: "O people, we used to know you when the Messenger of Allah ﷺ was among us and revelation descended, and when there was among us news of you. Now the Prophet ﷺ has passed away and revelation has been raised, and we know you only by what I say to you. Whoever among you shows good, we think good of him and love him for it; whoever among you shows evil, we think evil of him and hate him for it. Your innermost secrets are between you and your Lord. A time came upon me when I thought that whoever recited the Quran desired thereby Allah, exalted be He, and what is with Him, but it has been imagined to me latterly that a people recite it desiring what is with people. So desire what is with Allah by your recitation and your deeds. By Allah, I do not send my agents to strike your skins or take your wealth, but I send them to teach you your religion and your sunnahs, to act justly among you, and to distribute your spoils among you. Whoever has any of that done to him, let him raise it to me, for by Him in whose hand is the soul of 'Umar, I will exact retribution for him from the agent." Then 'Amr b. al-'As jumped up and said: "O Commander of the Believers, do you think that if a man among the Muslims is in charge of a flock and he disciplines some of his flock, you would exact retribution from him?" He said: "And why should I not exact retribution from him? For I saw the Messenger of Allah ﷺ exact retribution from himself. Do not strike them and thus humiliate them, do not withhold their rights and thus make them disbelieve, do not compel them and thus tempt them, and do not send them into the thickets and thus lose them."
