وَأَخْبَرَنَا ) أَبُو عَلِيٍّ الرُّوذْبَارِيُّ وَأَبُو الْحُسَيْنِ بْنُ بِشْرَانَ، قَالَا: أَنْبَأَ إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ، ثَنَا سَعْدَانُ بْنُ نَصْرٍ، ثَنَا أَبُو مُعَاوِيَةَ، عَنِ الْأَعْمَشِ، عَنْ زَيْدِ بْنِ وَهْبٍ قَالَ: قَالَ عُمَرُ - ؓ:
إِذَا كُنْتُمْ ثَلَاثَةً فَأَمِّرُوا عَلَيْكُمْ وَاحِدًا مِنْكُمْ، فَإِذَا مَرَرْتُمْ بِرَاعِي الْإِبِلِ فَنَادُوا: يَا رَاعِيَ الْإِبِلِ، فَإِنْ أَجَابَكُمْ فَاسْتَسْقُوهُ، وَإِنْ لَمْ يُجِبْكُمْ فَأْتُوهَا فَحُلُّوهَا وَاشْرَبُوا ثُمَّ صُرُّوهَا
