عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنِ الْأَعْمَشِ، عَنْ شَقِيقٍ قَالَ:
كَتَبَ إِلَيْنَا عُمَرُ وَنَحْنُ بِخَانِقِينَ: أَنَّ الْأَهِلَّةَ بَعْضُهَا أَكْبَرُ مِنْ بَعْضٍ، فَإِذَا رَأَيْتُمُ الْهِلَالَ فَلَا تُفْطِرُوا حَتَّى يَشْهَدَ رَجُلَانِ أَنَّهُمَا رَأَيَاهُ بِالْأَمْسِ، وَإِذَا حَاصَرْتُمْ أَهْلَ حِصْنٍ فَلَا تُنْزِلُوهُمْ عَلَى حُكْمِ اللهِ وَحُكْمِ رَسُولِهِ، وَلَكِنْ أَنْزِلُوهُمْ عَلَى حُكْمِكُمْ، ثُمَّ احْكُمُوا فِيهِمْ بِمَا شِئْتُمْ، وَلَا تَقُولُوا: لَا تَخَفْ، وَلَا تَدْهَلْ، وَمَتَرْسْ فَإِنَّ اللهَ يَعْلَمُ الْأَلْسِنَةَ
Translation
✧ Umar wrote to us while we were at Khanqin: The crescent moons are some larger than others. When you see the crescent, do not break your fast until two men testify that they saw it yesterday. When you besiege the people of a fortress, do not bring them down according to the judgment of God and the judgment of His Messenger, but bring them down according to your judgment, then judge among them as you wish. Do not say, 'Do not fear,' 'Do not be afraid,' or 'matras,' for God knows the tongues.
